Research On The Financial Support Of The County Tourism Development Based On The DEA Index

As a strategic pillar industry in the modern times, the county tourism industry has gained rapid growth and gradually become the new engine of county economy. Inadequate financial support has become a bottleneck restricting the development and expansion of the county tourism industry. Therefore, how to increase the financial supply and optimize the allocation of financial resources, and make it possible for the finance to effectively promote the transformation and upgrading of tourism industry according to the practical circumstances in each county is extremely urgent and important. As key poverty country at the new stage of our national poverty alleviation policy, Leishan County of Guizhou, weak in economic foundation, but rich in tourism resources, has a relatively perfect financial service. Study of Leishan County’s financial support tourism development efficiency, has important theoretical significance and practical reference in solving problems relating to the financial support in county tourism development efficiency in the western region and ethnic areas.By using the theory of economic growth, financial development theory, efficiency theory, industrial relevance theory and tourism sustainable development theory. Leishan County’s financial support to tourism development as the research object, this paper sets up a financial support model for evaluating the efficiency of county tourism development with DEA model and Malmquist index model, and make a conclusion that the finance of Leishan County’s tourism development, on the whole, has a significant supporting role, and makes a diagnosis conclusion that the size of the financial supply is inadequate and financial reform and innovation is insufficient, the financing mode is single, capital is not effectively utilized and other key problems. On this basis, combining with the actual development of Leishan County and, this paper designes a system of financial support for the development of tourism industry in Leishan County. Finally, a sound financial support policy of tourism development, is put forward and countermeasures to promote the financial supply side reform, to broaden the investment and financing mode, to create tourism products in line with the demand of the global tourism development, and to optimize the investment and financing environment etc. are also proposed.The content of this paper is inventive which selects the financial support of county tourism development efficiency for deep exploration, that is paid less attention to by scholars. which is measured and analyzed from the perspective of efficiency and the financial support for the development of tourism. It tries to settle the problems in the financing of the development of tourist industry, to give full play to the role of financial support, to enhance tourism development power, to maximize the efficiency of financial support for the county’s tourism development and to achieve effective convergence and integration of the development of the financial industry and the tourism industry. Through the improvement of efficiency, it attempts to make the county tourism adapt to the new normal economic development, so as to make it an important economic growth point and the county economy to develop sustainably and rapidly.
