A Study On Agricultural Supply-side Reform Of Finnance Support In Gongcheng County

In recent years the unbalanced agricultural development and backward scientific technologies in the rural area of China lead to the high import and saving rates.As a large agricultural ethnic region,Guangxi also the similar problems.The supply-side agricultural reform and financial innovation in rural area is thus extremely urgent.Finance is at the center of modern economic system and the structure adjustment of agriculture would not be possible without financial support,therefore the study of establishing new financial support system in the rural area will be of great significance.This paper probes into the structural adjustment of the fruit industry in Gongchen,a Yao autonomous county of Guilin City.Based on on-site inspections and a questionnaire survey,the study addresses major issues and drawbacks of the financial support in the restructuring process.In view of the research on the industrial restructure of agriculture in rural ethnic region,the paper provides recommendations on the economic development in the counties.Divided into five parts,the paper starts with an analysis of the background and significance of the research,a literature review,methodologies,innovation and deficiency of the research.The paper continues to elaborates on the nature of agriculture,the related supply-side reform and rural financial innovation.The reasonable financial structure will accelerate the industrial restructure and economic growth.After analyzing the status quo and major problems of the supply-side reform and rural financial innovation in China,the paper presents the outstanding development of organic agriculture in Gongchen and problems in its restructure process.Via this case study the paper points out the insufficient support from financial institutions to the economic development in counties.Features of agricultural policies and financial innovation in the US are addressed as a reference for the agricultural development in China.A series of financial recommendations to boost supply-side reform for the county of Gongchen are also provided,which includes the governmental top-level design,the betterment of investment environment,the innovative credit mechanisms,the agricultural credit insurance,the comprehensive application of financial and fiscal policies,aiming to achieve the rapid agricultural economic development of Gongchen.The paper is concluded by an emphasis on the significance of financial support to the industrial restructure of agriculture.
