In recent years, a large number of companies involved in lawlessness, economic fraud, major safety problems, environm pollution, ignored the risk in the business activities and other circumstances. How to solve the problems? The public attention is focused on the problem, their encourage enterprises to fulfill their social responsibilities.This article focuses on how to enhance the awareness of Corporate Social Responsibility, to improve the level of Corporate Social Responsibility, and to promote Corporate Social Responsibility by propose the effective approach. Based on the "Cognitive moral development theory", "Business life cycle theory" and "Stakeholder theory" and other relevant theory to explore the Organizations Ethics and Corporate Social Responsibility deep links, this paper reveals that the differences in Corporate Social Responsibility development process by level of Organizations Ethics from a dynamic perspective. Through the case study of DunAn Holding Group Co., Ltd for amend and improve the theoretical analysis, we propose a development stage model of Corporate Social Responsibility from the aspect of Organizations Ethics, we put the development of Corporate Social Responsibility divided into the economy stage, the instrumental stage, abide by the law of the stage, the reactive stage,the strategic stage, the sustainable stage. The development model of Corporate Social Responsibility initially revealed the development of the basic regularities of Corporate Social Responsibility, and we come up with the countermeasures and suggestions. The model of Corporate Social Responsibility to provide a clear direction to guide and encourage enterprises to understand the nature of Corporate Social Responsibility, then it promote the development of Corporate Social Responsibility, and also provides great reference information to the government formulate relevant policies.
