After reform and opening up 30 years of rapid development, economy in our country have greater downward pressure in recent years. Several elements(such as energy, real estate, foreign trade export, etc.) driving the development of our country economy before are subjected to slow growth, even in a recession, a new economic growth has not been formed. At the same time, the early structural imbalance problems in high-speed development has arisen, the environmental pollution is one of them. Today, fog has become a typical environmental problem whichtroubles north and even the most regions of the country.As a new industry, new energy vehicles is of great significance to promote C hina’s economic growth, optimize the industrial structure and improve the environment quality. Atpresent, the new energy automotive industry has been one of China’s seven major strategic emerging industries, is the key development areas. Due to the technological innovation and environmental improvement brought by the development of new energy automobile industry has a strong externalities, and the early industrial development has the characteristics of high investment and high risk,social capital is often not willing to invest in the industry. Therefore, new energy vehicles industry in research,production and promotion need an effective government support and guidance.In recent years, with the increasing of government investment, new energy vehicles industry in China has achieved rapid development, the new energy car sales has exceeded the United States in 2015, leaps to the world. However, at the same time of the above achievements, many problems exist in new energy vehicles industry in C hina, such as, product level is low, the quality of the product is no guarantee, diddle subsidies phenomenon is obvious, charging infrastructure construction lags, foreign automakers are subjected to discrimination, etc, these problems has a certain relationship with fiscal policy loophole in the industry. In this paper, by comparing the fiscal policy in the new energy automotive industry at home and abroad, points out the unreasonable places of the fiscal policy in the industry in China, and put forward some suggestions, to play a better financial guidance and support to the new energy automotive industry, in order to promote our country’s industrial structure upgrade and economic sustainable development.
