At present,the development of the world economy is facing the problem of energy supply,especially the climate change and the increasingly severe pressure on resources and environment.It promotes the transformation and upgrading of the traditional automotive industry.As one of China's strategic emerging industries,it not only can effectively solve the problems such as the pressure of energy depletion,air pollution and the global warming,but also is a major direction of the transformation and upgrading of the automotive industry.However,China's current development of new energy vehicles is always facing the problems of resources,technology,enterprises,facilities and so on.In the early stage of the development of new energy automotive industry,in order to solve these problems,the government's fiscal policy to foster industrial development is particularly important.After the promulgation of the "12th Five-Year" plan,the Chinese government promulgated many new energy automobile industry development plans,through the government's macro-control to promote the development of new energy automotive industry.In this paper,the new energy automotive industry's fiscal policy is the object of study,the purpose is to verify and evaluate the effect of the new energy vehicle subsidy policy and the implementation of tax policy,and put forward some reasonable suggestions to promote the further optimization of the new energy automotive industry and sustainable development.This article is written from the significance and the current situation analysis of the new energy automobile industry,combined with the current problems encountered,and leads to the importance of fiscal policy on the development of new energy automotive industry.Through the theoretical analysis and policy effect analysis,the paper draws the conclusion through the new energy automobile listed company's panel data,evaluates the implementation effect of China's current fiscal policy and gives the corresponding countermeasures and suggestions.First,research of related industry theory and concrete fiscal and tax policy theory mechanism.Analysis of relevant theories: Scale economic theory pointed out that in the early stage of the development of new energy vehicle industry,it needs to expand the market scale through the implementation of government policies,and then expand the scale of production,and ultimately achieve economies of scale;The theory of sustainable development requires the government to formulate policies to encourage the development of new energy vehicle industry;The external theory makes it clear that the government should take measures,such as subsidies,taxes,etc.,to protect the interests and enthusiasm of the enterprises.Then the paper specifically analyze the impact of tax policy on the new energy automotive industry mechanism,and finally come to the conclusion that financial subsidies and tax incentives can promote the development of new energy vehicle industry respectively.Second,this paper analyzes the current situation of China's new energy vehicle industry,and sorts out the financial subsidies and tax incentives implemented by the government.China's new energy vehicle industry is from the beginning to a period of rapid development,it has also exposed some problems to be solved.The government needs to give financial support from the core technology breakthrough,supporting facilities construction,standard system and so on.Third,this paper carries on the empirical research and analysis to the 18 new energy automobile listed companies in our country,and draws the conclusion.In the early stage,the new energy automotive listed companies' earnings are not the same,and for each company,the relative subsidies and tax incentives are relatively large.The tax burden and the company's operating profit is negative correlation,and tax incentives can promote the company's earnings;But the subsidy policy is contrary to some assumptions.The government subsidies and the company's operating profit is negative correlation too.On the one hand may be due to the limitations of the sample data lead to the difference,on the other hand,the way and management of government subsidies and other problems,resulting in the subsidy policy did not achieve the desired results.Fourth,the paper draws some conclusions and puts forward some suggestions.Tax incentives have an irreplaceable role in promoting the development of new energy vehicles that other economic or administrative policies doesn't have.The government should not only guarantee the implementation of tax incentives,but also to ensure the quality of its implementation.The effect of the current government subsidies can't reach the expected effect,and its subsidies,the object,regulation and other aspects of the problem needs to be solved.On basis of this,three suggestions are put forward: 1.Build a new energy vehicle industry tax policy system,and improve the tax incentive policy.2.Improve the existing subsidy order.3.Appropriate to expand the scope of subsidies.
