In recent years,new energy vehicles has received extensive attention.On the one hand,it attracts attention due to its own new conception and technology.On the other hand,the government has set an unprecedented fiscal policy to support the development of this industry.At this period,the technological development of new energy vehicles is not yet clear,but the promotion and wide use of new energy vehicles will help improve the energy structure and environmental quality,which is something we can clearly predict.Based on this expectation,this paper combines the research perspective of 3E(Energy-Environment-Economy)with the evaluation of fiscal policy,and provides some conclusions for the evaluation of the fiscal policy of new energy vehicles in a new perspective.Through the literature review of research,we found that most research on the evaluation of new energy vehicles fiscal policy concerned the relationship between the policy and the sales of new energy vehicles,and the evaluation from the perspective of energy and the environment is lacked.As to the research of 3E,the mainstream is the exploration of the relationship between the three studies.Moreover,there are a lot of theoretical and empirical research to build 3E systems based on energy,environmental and economic data,which can be used as reference in this study.New energy vehicles has significant positive externalities,and the strategy for developing new energy vehicles industry has the nature of public products.Based on the above two arguments,this article uses the analytical tools of relevant classical theories to answer the public concern whether the government should foster new energy vehicles.The paper reviewed a large various policy documents issued by the central and local governments,compiled the evolution of the new energy vehicle fiscal policy,and found that China's relevant policies mainly focused on financial subsidies,and gradually expanded the scope of subsidies after piloting in small-scale cities.During the period,the adjustment of the subsidy standards was carried out twice.System design tends to be rigorous.In addition,the central government encourages local governments to promote the industry through government procurement and investment in infrastructure and many cities have also made corresponding attempts.In the empirical research section,this paper uses five cities in Zhejiang province that have been included in the pilot area and selected different fiscal policy tools,as well as one city that haven't been included as the samples.After referring to the relevant literature,a scientifically applicable 3E system development level model was designed,and after extensive collection of statistical data at the municipal level,the development level and comprehensive development level of the 3E subsystems at different times for each sample were formed.Further,we use the quantitative results of these four levels of development as the explanatory variables,and use the dummy variables of the various fiscal policy instruments adopted by the sample cities as explanatory variables to return,from the four perspectives of energy,environment,economy and synthesis.The results show that the conclusion of the 3E evaluation of the fiscal policies of new energy vehicles is affirmative.The government subsidizes the investment in infrastructure for new energy vehicles,which is conducive to the improvement of local energy conditions.Except for government procurement,other fiscal measures have no obvious effect on the environment.Direct subsidies,government procurement,and investment subsidies have produced positive results for the economic level.The innovation of this article is mainly to try to evaluate whether the policy has actually exerted its effect from the perspective of energy and environment,and achieved this by using the relatively mature 3E theory.In previous studies,many scholars,through theoretical analysis,called on the government not to simply implement price subsidies,but to support industrial development through more government procurement or the construction of infrastructure facilities.This article has reached similar conclusions through empirical methods and Made a marginal contribution to the relevant study.
