Reasonable and prioritized development of leading Industries can promote the development of the other industries in the entire region, promote the optimization and upgrading of industrial structure, and bring about economic stability and sustainable development. At present, China and various regions have attached the great importance to the development of tertiary industry, so choosing the leading industries in the tertiary industry is essential. For the purposes of Hebei Province, the main is still the traditional tertiary industries, and the level of development of the whole region of the tertiary industry is also below the national average; and the tertiary industry in Hebei Province on the leading choice is still in the qualitative research stage. Therefore, the choice of the leading industry in tertiary industry in Hebei is very important. The sound and rapid development of the leading industry sectors can promote optimization and upgrading of the industrial structure, accelerate the pace of the development and expansion of the tertiary industry achieve sustainable development, and enhance regional economic competitively.In this paper, the choice of leading industry in tertiary industry in Hebei Province is somewhat different from their predecessors. It is mainly based on the related data from 2006 to 2014 of the tertiary industry in Hebe, and added the quantitative analysis to the previously qualitative analysis. And it is mainly based on a plurality of reference, including qualitative and quantitative benchmark, using SWOT analysis and factor analysis to select the leading industries of the tertiary industry in Hebei Province and given the countermeasures.First, the current situation analysis of the tertiary industry in Hebei Province from the overall profile, the level and scale of the internal structure are:the development of the wholesale and retail trade and transport, storage and postal services is better, modern service industries are relatively lagging, and the whole of the tertiary industry growth rate is less than the national average.Secondly, based on six qualitative benchmarks, through SWOT analysis, some of the leading industry sectors are selected, but such results unreliable and leading industry sectors are more. Therefore, on this basis, consider a more reasonable and effective method, which is based on five quantitative benchmarks named comparative advantage baseline, economic benefits benchmark, potential for industrial development, technological progress and industrial association reference constructing quantitative indicators system, through a factor analysis to choose the leading industries of the tertiary industry in Hebei, and they are:finance; information transmission, computer services and software industry; scientific research, technical services and geological prospecting; transportation, storage and postal services; wholesale and retail trade; leasing and business services.Finally, according to the selected result, suggestions and countermeasures on the development of the leading industries of the tertiary industry and the development environment in Hebei Province are:develop the financial sector and promote economic growth in Hebei; vigorously develop the information service industry for the transformation of economic growth; pay attention to scientific research, technology and services, and take the road of sustainable development; develop logistics information industry to provide basic support for economic development; accelerate upgrade of traditional service industries, to optimize the internal structure of the tertiary industry; accelerate the development of business services to improve productivity; speed up the process of urbanization, to provide greater support for the development of tertiary industry; strengthen policy support and guidance, and optimize the industrial structure of the interior; improve enterprise management system, and improve service levels; innovate technologically the old leading industries, and foster new dominant industry.This study is of important and guiding significance in accelerating the expansion rate of the tertiary industry in Hebei Province, accelerating the adjustment of industrial structure, enhancing regional economic competitiveness, promoting economic integration of Beijing, Tianjin and Hebei and forming characteristics tertiary industry in Hebei.
