The Research On Selecting Leading Industries Of Shanxi Province

As the increasing point to regional economic developing, the leading industries play a very important role not only in the regional industry developing but also in industrial structure optimizing and upgrading. Choosing the leading industries correctly is the precondition and key of the realization of rationalization of regional industry structure , affecting the orientation and speed of the whole regional economy. Therefore, most regions of the world take leading industry choosing as crucial part when frame the local economic developing stratagem.Since the adoption of reform and opening-up policy, Shanxi province has gained remarkable achievement and the economic structure has changed greatly. However, there still some problems in the current industrial structure, which blocking the whole developing. Optimization and upgrading of industrial structure, finding the new economic development impetus is imperative. Therefore, the choice of suitable leading industries has a very important practical significance to Shanxi.Beginning with the definition of leading industries, the basic theories and choosing standards were expounded. By using the theories and study methods of regional economics, industry economics, economic geography,the author puts forward benchmarks on choosing industries and frame the assessment index system, which basing on both domestic and foreign research results and according to Shanxi present industries situation. We confirm five benchmark of leading industry in Shanxi province, including industrial potential growth benchmark, industrial technology advancement benchmark, comparative advantage benchmark, industrial relationship benchmark and synthetical benefit benchmark. The income-demand elasticity ,industrial growth, labor productivity ,the rate of increase in productivity , location quotient, comparative labor productivity, Sensitivity coefficient , influence coefficient , comparative profit and tax rate , employment receiving ability and cost output rate are considered as leading industries evaluation system of Shanxi. By analysis of factors to index of each industries, the departments were chosen which in higher assessment value as the spare industries of second industry, then confirm the leading industries according to fact. The third industries were chosen by nature according to benchmark of leading industry. There are nine departments were selected as the leading industries, including coking plant, metallurgy, electric power, energy producing and providing, construction, coal electing, chemistry, equipment manufacturing, tourism and modern logistic.Suggestions on the development of the leading industries were put forward according to the current industrial structure and economy of Shanxi.
