Research On Coordination Development Between The Third Industry And Urbanization In Jiangsu Province

The adjustment of industry structure has become a major issue imminent of economic development in China and even the total world. Reasonable and efficient industrial structure is the driving force of social and economic development and improvement of people’s life.The third industry is the leading sector of the national economy development in industrialization, both the increase in value and the employment of the third industry are showing an increasing trend. And the third industry is also the key department of the transformation and upgrade of industry in China. Since the strategy of urbanization was proposed in 1998, it obtained the fast development. Reasonable urbanization is beneficial to improve the environment and lead the regional economic development and improve people’s living level. At the same time, it will create more employment opportunities for the surplus rural labor. China released the new planning of urbanization in 2014, which included 62 comprehensive pilot area such as Jiangsu and Anhui and Ningbo. The new planning urbanization provided the support for improving the quality of urban development. Therefore,grasping and dealing with the relationship between the third industry and the urbanization have great theoretical and practical significance.On the basis of deep analysis on the current status of the development of the third industry and urbanization in Jiangsu Province,this paper studied carefully on the interaction mechanism of the third industry and urbanization coordinated development in Jiangsu Province.And this paper established comprehensive coordination evaluation model for quantitative analysis.The main conclusions of this paper are as follows:(1)Through the analysis on the mechanism interaction of coordinated development between the third industry and urbanization of Jiangsu Province, this paper studied interactive relationship between the third industry and urbanization of Jiangsu Province. This paper also constructed the index system to measure and evaluate the development level of the third industry and urbanization. By using the comprehensive coordination evaluation model to measure and evaluate the development level of the third industry and urbanization of Jiangsu Province. Evaluation results showed that the third industry and urbanization of Jiangsu Province are in good development state from 2005 to 2009. And the third industry and urbanization of Jiangsu Province are in highly coordinated development state from 2010 to2014. Also in this decade,the third industry has been lagging behind the urbanization.(2) this paper used the grey relational analysis method to analyze the advantage of index of the third industry system and urbanization system of Jiangsu Province. The empirical results showed that the second industry employment proportion, the third industry employment proportion and the proportion of the third industry increase accounted for GDP in the urbanization system of Jiangsu Province are in the front of advantage analysis. the proportion of the third industry increase accounted for GDP, the proportion of the increase of the second level of the third industry in enterprise of cities and towns, the proportion of employment of the second level of the third industry in enterprise of cities and towns and the third industry growth rate.(3) This paper constructed grey GM(1,N) dynamic analysis model of coordinated development of the third industry and urbanization to study mutual capacity in the process of development. Empirical results showed that the third industry of Jiangsu Province is in lack of ability of self development. And urbanization has a strong development capability. In addition,there is a high degree of correlation and strong interaction between the third industry and urbanization of Jiangsu Province. The development of the third industry improves the level of urbanization, and the development of urbanization promotes the third industry.(4) According to the results of empirical analysis and combining with the actual situation of the third industry and urbanization of Jiangsu Province, this paper puts forward the countermeasures and suggestions to promote the further development of the third industry and urbanization of Jiangsu Province.
