The Eighteenth report furtherly emphasized that promoting the healthy development of strategic emerging industries and advanced manufacturing industries. And especially promoting the quick development of modern service industry. The Eighth Party Congress report of Hebei Province also proposed “The first industry to emphasize characteristics, The second industry to emphasize promotion, The third industry to emphasize expand” from the provincial conditions. Therefore, no matter from the national or provincial economic development level, the strategic significance of collaborative development among the three industries is emphasized. Under this background, deeply studying the collaborative development status and trends of three industries in Hebei Province is very necessary. The purpose of this paper is to describe the collaborative development of the three industries in Hebei province with quantitative method. To analysis the present situation and development trend in the future deeply. So as to provide scientific reference to the government for making industrial development policy. Thus promoting the transformation of the economic structure as soon as possible. Combined with the research needs, this paper mainly adopts the method of literature research, method of combining quantitative and qualitative analysis, method of statistical analysis.Firstly, with the basis of synergy theory and industrial structure theory. We analysis the inherent mechanism of coordination development of the three industries and detailedly introduce the industry relevance theory, industrial cluster theory which relate to the collaborative development of the three industries. Secondly, we arrange the development status of the three industries in Hebei Province. Summarizing the development achievements of the three industries in recent years and analysing their existing problems detailedly. Thirdly, by building related index systems which reflect the comprehensive development level of the three industries in Hebei,we calculate comprehensive scores of the three industries with SPSS. Using Membership function coordination degree model to carry out a quantitative analysis to the coordinated development of the three industries in Hebei province.,revealling the rules and trends of them. At the same time,we analysis the coupling efficiency between the three industries with the basis of coordinated development degree. Finally, on the basis of quantitative analysis conclusion, we put forward policy suggestions to promote the coordinated development of the three industries in Hebei province. Such as promoting the agricultural marketization level, taking the industrial cluster development road, making the rapid development of high and new technology industries, vigorously developing modern service industry and so on.
