Since the reform and opening up, China embraces rapid and continued economic development, which imposes three challenges, resource constraints, environmental pollution and climate change. In the general background of responding to them, China attaches great importance green development by listing environmental protection and energy saving as the basic national policies. It proposed to construct resource-saving and environment-friendly society. However, due to the excessively increasing demands on energy, it exerts considerable pressures on power supply of the electricity sector. The electrical price of residential electricity consumption gravely deviates from its power supply cost, which leads to serious cross-subsidies and is not conductive to energy saving. To construct an environment-friendly society, strengthen resource saving, reduce cross-subsidies for the electrical price and guide residents to rationally save electricity, it is an inevitable trend to implement residents ladder pricing. On June 14,2012, the Development and Reform Commission announced at the Press Conference on ladder pricing announced that the hearing involving the participation of 29 provinces and cities came into an end and regions would launch the ladder pricing implementation plan, which would enter into a national comprehensive pilot since July 1.This paper, after analyzing the necessity of implementing the residents ladder pricing, explores the current situation of Ningxia Region’s residents ladder pricing implementation as well as the problems arising from the process. Then, it figures out the specific and feasible optimization measures. A further study is conducted on the optimization of the region’s residents ladder pricing with a case of calculating the electricity bill, which can better reflect the true residential electricity consumption and business costs of power supply. The research lays a foundation for future electricity reform in Ningxia Region.The paper includes 6 parts:Part one explains the topic background and research significance, a research overview of residents ladder pricing, research status at home and abroad, impact of residents ladder pricing on the reform of electric power system as well as its main research content and methodology;Party two generalizes the practices of implementing ladder pricing in the United States, Japan and Korea and concludes with experience and enlightenments, e.g., reasonable grading setting of ladder pricing, guaranteeing the interest of low-income groups and adoption of seasonable electric pricing, peak valley prices;Part three introduces the suggestions of the hearing on Option I and option II for ladder pricing grading. Combined with the population distribution of Ningxia Region and seasonable factors, it formulates the ladder pricing that is being executed. It represents the situation of the existing ladder electric pricing in Ningxia Area, and points out the principles for its formulation, main content and scope of application, existing problems;Part four conducts an optimization study on the existing problems arising from the execution of ladder pricing in Ningxia, e.g., unimproved pricing system, unreasonable grading and design of grading and electricity consumption, cross-subsidization and undeveloped supporting systems and standards. Then, optimization countermeasures are proposed;Part five describes the implementation of residents ladder pricing in Ningxia for the ladder pricing rules combined and peak valley price calculation process via case studies. Based on it, it concludes with the supporting measures and systems to further improve the residents ladder pricing in the way of executing ladder pricing system;Part six is a conclusion and optimization of the region’s residents ladder pricing practices, expecting to put forward ideas and theoretical basis for the fragmentation and optimization of ladder pricing in the electricity reform. Therefore, it better conforms to the requirements of energy conservation, emission reductions and promoting social development.
