China has implemented the urban-rural dual land system for a long time, it is not only conducive to the development of rural economy, but also hindered the process of urban-rural integration. Since the 17th CPC National Congress, China’s rural land system reform continued to deepen. Through the practice and exploration of the rural reform pilot program, land market cultivation and land expropriation reform have made some progress. The third Plenary Session of the 18th CPC Central Committee showed that to establish a unified urban and rural construction land market, the reform should give the market a decisive role in the allocation of resources. To accelerate the land system reform, change the urban-rural dual system, advance the new-type urbanization and to promote the development of rural economy, this is of great significance. However,our government maintains a cautious and reliable attitude to the opening of collective profitable construction land,the most important reason is that the interests of all parties isn’t straighten out, which is easy to cause new social problems. Meanwhile, in the process of reform pilot, there exists a series of issues that should be urgently dealt with. Income distribution is the main part of collective profitable construction land marketization, involving income distribution of interest-related parties such as peasants, government departments or users of the land. Therefore, to deepen the collective profitable construction land marketization,we must conduct research in the income distribution of land transfer. The content and structure of the article is as follows:the first part is the introduction, stating the research background and research meaning of collective profitable construction land marketization, combed ing the domestic and foreign research and making a brief commentary on the existing study, illustrating the contents and methods, the innovation and deficiency of the research. The second part defines the range and the basic concepts of the research object, and sets forth theories used in the analysis. The third part is the normative analysis, it trys to discuss the income distribution of collective profitable construction land and issues followed, involving the income distribution of each part,the procedure of land marketization and issues in income distribution. The fourth part is the case analysis, taking Yicheng City in Hubei for instance, investigating the willingness of interest-related parties, analyzing the current situation and problems of land transfer, studying the appeal of different parties and exploring the feasibility of the current income distribution system. Take Yicheng City as the starting point,the last part puts forward the corresponding countermeasures and suggestions to promote the reasonable income distribution in collective profitable construction land marketization government should make regulation for overall development.
