Rural collective construction land occupies a large proportion of our land for construction. The process of urbanization continues to accelerate, increasing demand for land for urban construction, but urban and rural construction land are still two different markets. Eighteen Third Plenary Session of the Party put forward to the establishment of a unified construction land market, and the delineation of the relevant experimental exploration, but the path of the market and specific measures have not been clearly defined.This article uses an entry point that the plight of the collective management of construction land on entering the market.It is based on Marxist political economics, including Marx’s theory of economies of scale and efficiency and the development of Marxist theory of ownership and fair distribution theory and development, agricultural development theory of Marx and development. Besides, it uses game theory (Dynamic Game of complete information)and institutional economics theory for reference. Based on 33 experimental units, it analyzes the process, the pattern,the outcome, and the innovation of entering the market. On this basis, it gives a summary of the plight of entering the market in several ways, including system、income distribution、managerial supervision and implementing. Among those restraining factors, property right is kernel that is pointed to.Application of Marxist theory in a targeted manner to solve the issue of property rights, drawing on the successful experiences from the experimental units, the article summarizes up the way to enter the market of profitable collective construction land is "step classification, the easier issues first" direct path into the market based on the experimental units experiences. In this path basis, it gives specific implementation recommendations: First, on the institutional and legal level, the rural collective construction land ownership operating system needs to be reformed and the land property registration system needs to be perfected. Besides, modify and add the relevant market laws and regulations. Secondly, based on the equitable distribution of Marxist theory, perfect income distribution system, taking the nation, collective organization and individuals into account. It also gives an advice that farmers buy a share of new collective economy using the income and thought of in-situ urbanization. Thirdly, build and perfect the administration and supervision system and conform the specific functions of related departments. Fourthly, improve facilities and production efficiency based on Marxist scale production and efficiency theory and agricultural development theory.
