With the sustained and rapid development of socio-economy, environmental pressures and resource constraintsfacing, the current situation has become increasingly severe. There is a need to begin seeking industrial restructuring, transformation of economic growth mode and take the recycling economy road which become the only way to sustainabledevelopment.The design chain polygeneration technology base and the park plan are embodied in the form. Sulfur chemical industry and deep processing can not only provide the basic raw material of sulfuric acid in the chemical industry, but also titanium dioxide, fluorine chemical materials, ferrous and nonferrous materials through deep processing.In this background, the Jiangxi Provincial Development and Reform Commissiondetermine the construction of the provincial industrial base in the advantages and characteristics of the region,it was intended to promote the province’s industrial agglomeration, radiation driven regional economic development, promote the development of new industries.The Dexing City Maoshan Economic Development Zone,Hong Tuen industrial district set up a "Dexing City, sulfur chemical industry and deep processing base" to start the cure and deep processing industry chain design and industrial base planning. The content and conclusions of the study are as follows:This paper analyzes the feasibility and necessity of Dexing City, sulfur chemical bases and deep processing industries. Feasibility analysis includes SWOT analysis and feasibility of industrial bases for base development.The need for the chemical industry development trend analysis includes the situation, the development trend of the domestic industrial park needs. It requires the construction of Poyang Lake Ecological Economic Zone, the Yangtze River Delta regional development the need for urban development in Jiangxi Dexing industrial development. The data from the statistical bulletin evident, Jiangxi province is in a period of rapid development of industrialization. Economic growth in the contribution rate of the secondary industry reached 68.1%, the growth rate reached 17.1%.By analyzing the Dexing City Economic Development Zone, in order to promote structural adjustment, improve the industrial layout, the development of recycling economy, reduce material and energy consumption, vision and planning and construction of sulfur chemicals and deep processing industry base area, along with national policy requirements of China’s sustainable development strategy in line with national industrial and technological policies, it is one of the priority industries actively under development.Then sulfur chemical base and deep processing industry chain design research was analyzed. The study includes analysis of the sulfur chemical industry base and deep processing ideas, planning objectives, overall planning and targeting. Our polyurethane products consumption is about 4.8 million tons(1.6 million tons which contains solvent), production accounts for about 30% of the global total. Domestic perchlorofluoroalkyl substituting alkyl (CFC) CFC alternatives gross margin and the basic product is maintained at above 20% level. It include the industrial base planning objectives, the construction scale and construction basis, base construction plan, environmental impact analysis, saving water and energy, investment estimate and financing and benefit analysis. Through the above analysis and financial evaluation,it’s deduced that, in Jiangxi Dexing City, sulfur chemical industry and deep processing base comes with good economic and social benefits, the smaller bear the investment risk.This paper will fundamentally establish general idea about the development of deep processing industry base in Dexing City, and provide strategic direction to the development of the base.Major projects will also meet the national industrial base for all kinds of policy-oriented access to relevant sector policy and funding support provided information, it’smore conducive in order to attractinvestment.
