Government Regulation Research Of Internet About Car Rental

Since 2012, there has been a rapid development on the Internet in renting a car. Its appearance has made a great contribution to solving the seriously heavy traffic jams in cities, meeting the demands of the public’s travel. However,there exist various problems and it is faced with being questioned. As a postgraduate in administrative law, I have been doing some research and analysis on the Net About-car from the view of the government’s controls and regulations, aiming at gaining a completely understanding about the emerging formats, in order to make it grow in a legal way. The following account includes four sections.The first section is prolegomenon, introducing the purpose, the significance and the research method of my program as well as the current states, which the research has been done on in the academic world about the problems with renting a car on the InternetSection Two is something about the current states and analysis. It presents the rise of network about cars and its dilemma. It now owns a big share of possession in the rental industry, thanks to its huge quantity, creative model and excellent service.However, due to the shortage of reliable legal basis, vicious competition against the traditional taxi business, it suffers from being attacked and punished.The third part is the analysis on the government regulation of the Net About-car.First, it is something about the basic theory, mainly including connotation, type and meaning. Second, it introduces the current practice of the government regulations about the net-about car, mainly stating supporting attitude, opposing attitude, and improving attitude. Third, it analyzes the necessity of the government regulation on the net-about car, concerning three opinions----- the government strictly controls, full autonomy of industry and hybrid regulation.The fourth is some suggestions about improving and perfecting the regulations.One is to bring in government supervision----hybrid control based on valuing the principle of fairness and efficiency. The government should improve and perfect the legal system, and the local government needs to play an active role in this on the basis of valuing the principle of fairness and efficiency. Meanwhile,it is necessary to speed up the reform of the traditional taxi industry. Second, industry self-discipline. The companies of the Net-about car ought to strengthen their self-discipline, such asimproving the mechanism of access, building a relationship of alliances and so on.Third, the government and the industry should have cooperation regulations. Each needs to be aware of its division of labor and positioning. They can work together to set up the industry association and establish a hybrid responsibility system.
