With the continuous development and progress of the mobile industry, it is also faced with a lot of problems. Compared with the traditional administrative management, the management of the mobile communication market in China is not the same, although learn from and draw lessons from the western countries is how to practice. And in the research theory, the scholars in our country to discuss the issue of innovation and supervision on the basic stop not before, there is no systematic analysis of the theory.
