A Research On The Perspective Of Development Rights Trading On The Filed Of Foodstuffs Safety China

Considering the particularity of China’s national conditions, in the short term difficult for the Government to make fundamental land reform system, a substantial increase in foodstuffs prices, increase in agricultural subsidies, the right to reasonable adjustments to the land development area configuration may be an effective way to ease China’s current foodstuffs security crisis.The traditional solution is to stick to 18 million mu of arable land red line and15.6 million acres of farmland on the basis of major grain producing areas delineated on the basis of comparative advantage, the construction of a large number of commodity grain base, the land development rights in these areas will be strictly limited. However, due to neglect over the differences, stringent farmland protection and high rates of basic farmland protection lead to inefficient allocation of land resources, regional foodstuffs security unfair burden-sharing, unequal opportunities.The traditional solution to pay compensation for major grain producing areas mainly by the central government fiscal transfers, but due to limited government financial resources, poor such compensation effect, leading to economic disparities between the major grain producing areas and sales areas expanding. In addition, some scholars advocate equitable sharing of responsibility for foodstuffs safety through the establishment of regional interest compensation mechanism, improve foodstuffs production enthusiasm of major grain producing areas, but this is based on the zero-sum compensation scheme based on foodstuffs sales areas difficult to get recognition, difficult to implement. Only established on the basis of regional interests win compensation scheme to get both parties agree, the feasibility of land development rights trading practices currently conducted extensive domestic worth learning.In the current domestic land development rights trading practice, Chengdu mode,Chongqing Model, Zhejiang Model greatest impact, Chengdu mode, Chongqing mode market level is relatively high, relatively large radius Zhejiang Model transaction, the transaction more content, three models have their own characteristics, but effectively improve the efficiency of resource allocation of land to promote industrialization,urbanization, narrowing the regional, urban and rural economic disparities, although there are still some flaws, but overall benefits far outweigh the disadvantages, the central government should sum up experience, constantly perfect. The main reason to consider the impact of the three modes of land resource allocation efficiency and foodstuffs production is land development rights trading radius is too small, only further expand the land development rights trading radius, reasonable from the successful experience of the three models, we can ensure the safety of Chinese foodstuffs base continue to improve the efficiency of land resources, to achieve win-win goal. And, between the major grain producing areas and sales areas there are also a powerful driving force of land development rights spanned the transaction, the government can choose the appropriate provinces to carry out cross land development rights trading experiments, on this basis, constantly sum up experience, proceed carefully in order to effectively alleviate the foodstuffs security crisis and achieve balanced development of regional economy.This study includes the following:First, explained the significance of this research, research status at home and abroad are reviewed.Second, China’s foodstuffs security analysis of the problem, noting improve the efficiency of land development rights China is an effective way to alleviate China’s foodstuffs security crisis.Third, the reason for limiting land development rights, the impact of the Government Strategy analyzed, pointed out that only a win-win result of regional interest compensation mechanism was feasible.Fourth, Tianjin, Jiaxing pattern of land development rights trading, Chengdu,Chongqing and Zhejiang mode mode are compared, analyzes their implications for foodstuffs security.Fifth, the necessity and feasibility of land development rights trading based on inter-regional foodstuffs security is analyzed and put forward reasonable proposals.
