The integration of inform ation technology and industr ialization is the intersection of two important development process of human society, it optimization and change the way and the developm ent of resource allocation are building a new structure of modern industrial system, development of integration of the two is re shaping a new era of globalization national competitive advantage. From a global perspective, the industrialized countries from the 18 th century began, until the late 20 th century the basic completion of industrialization. Beginning in the 1990 s, the world has entered a new era, that the inf ormation age. But for industria lized countries and re gions have not been completed, it is ne cessary to continue to co mplete industrialization, but also the development of infor mation technology, the two simultaneously, cooperative development, which is the integration of information technology and industrializationChina is in the process of accelerated develop ment of industrializatio n era, has always insisted actively promote information technology and industrialization of integrating the breadth and depth of integration, has always adhere to the developm ent with Chinese characteristics, the optim ization and upgrading of ne w industrialization. Currently, the emergence and developm ent of new information technology, like cloud computing, networking, and big data, will change the world’s information industry to prom ote the new technology, many countries have attached great importance to the development of information technology. China must pay attention to it, which will be included in the inf ormation development strategy of China’s national or regional, and in the new technological environment for competitive advantage, improve their core competitiveness. Prior to the development of integration of the information technology and industrialization, we must fi rst is to recognize that the current development status of integr ation of the inform ation technology and industrialization, identify issu es. Era of rapid developm ent of information technology, underdeveloped regions how to handle the re lationship between the tw o has become a very important issue.Faced with the current integration o f the two developments and background, this paper, based on the developm ent of various strategic integration of the two proposed integration of the two studied less developed areas of measure theory and methods, build measurement model to China 30 provinces and cities in 2012, in 2013 the integration of the two levels of developm ent carried out m easurement and empirical research.
