Cultivated land resources, regarded as the most basic agricultural production material and production factors, are not only the material basis of human survival and development, but also benefit the sustainable development of social economy and national food security. For a long period of time, the protection of cultivated land in our country mainly depends on the state governance, the governance institution at all levels is the land management agencies, and the way of governance mainly depends on legal and administrative means. The practice of farmland protection work for many years has proved that, due to the lack of effective incentive and restraint mechanism of cultivated land protection, the cost of protecting arable land is high, and the interest of farmers is damaged seriously, and the policy failure of farmland protection exist widespread. In fact, the key of holding the most stringent farmland protection system lies in the formation of a sound economic compensation mechanism for farmland protection, and clearly distinguish the relevant people’s responsibility and rights, strengthen the economic incentive and responsibility constraints, then effectively improve the enthusiasm of the participating subjects, so as to improve the performance of farmland protection, and thus form a long-term mechanism for the protection of arable land.Based on the relationship between regional equity and cultivated land protection pressure, this paper takes Shandong Province as an example to analyze the trend of cultivated land protection and the performance of the current farmland protection system, then draw the conclusion that farmland protection means need to diversify. On this basis, the paper puts forward to construct the regional economic compensation mechanism of cultivated land protection, and clearly define the responsibility and obligation of farmland protection in different regions. First, the article according to the per capita 450kg/ person to construct the farmland supply and demand equation, the paper calculates the city ’s arable land deficit / surplus quota, and lays the foundation for the farmland protection economic compensation. Secondly, comprehensively construct the value system of arable land resources, scientifically calculate the value of arable land resources. Then, in accordance with the value of cultivated land protection economic compensation standard and the area standard, we calculate the value as an important basis for the protection of arable land. Third, comprehensively calculate the compensation and the amount of protection funds, divide the corresponding compensation area. Then, the shortage of funds is made up by the provincial finance. Finally, in accordance with the principle of "who is to provide, who is compensated", we construct the three levels of compensation system to develop a comprehensive distribution of indicators, and ensure the smooth allocation of funds for the protection of arable land, to protect farmers to share the benefits of farmland protection. Based on the above research, this paper puts forward four policy recommendations.
