Arable land is the material foundstion for human beings, which is related to the national food security, economic development, social and ecological stability. To protect the arable land, our county carries out the strictest arable land protection system in the world.However, the cultivated land protection system in our country are mainly composed of executive orders, and laws and economic means is not sound; The externality of cultivated land protection makes responsibility and obligation of farmland protectionunclear; Social and ecological benefits of cultivated land protection cannot be measured by money. All these factors above come out the lower performance of cultivated land protection, the reduction of cultivated land and the economic interests of farmers can not be reflected, which dampene the enthusiasm of farmers to protect cultivated land. Establishing farmland protection economic compensation model in major grain-producing areas is based on the measurement of the non-market value of cultivated land resources and then compensate for cultivated land owners and operators properly.Only by this way, the enthusiasm of farmers to protect cultivated land can be motivated, and the strategic goals of cultivated land protection and food security can be realized.From the practice of cultivated land protection in shandong province,based on the theories of food security and cultivated land protection, major grain producing areas, economic compensation of arable land protection, quasi-public goods of arable land utilization, property rights theory of cultivated land、Principal-Agent theory and cultivated land resource value theory, evaluating the different patterns of cultivated land protection economic compensation in domestic typical areas,drawing the main methods of typical national farmland protection economic compensation, this paper summarise out the overall plan of implementation of cultivated land protection in Shandong Province and put forward the compensation mode of“Three Longitudinal and Three Horizontal, Multistage Subsidies”.And it follows the principles of regional resources optimization allocation, who benift who pay, government leading and market mechanism, Fair and reasonable, food safety, and builds the framework of implementation of economic compensation of cultivated land protection in Shandong province and the explains the key elements(including the affording and accepting subjects, using the conversion of standardized area to calculathe the areas of economic compensation, applying the CVM method to calculate the compensation standard and explaining the mode of compensation,the source,utilization and supervision of compensation funds.Then it discusses the running mechanism from the provincial, county(city) and villages and towns levels respectively.In the following,taking Linyi city,Shandong province as an example, this paper carries on the empirical research for the economic compensation mode of arable land protect.At last, it reaches research conclusions, and puts forward corresponding suggestions.The results show that:(1) the establishment of affording subject and accepting subject.The cities of Zibo, Dongying, Yantai, Weihai, Rizhao and Lanwu are the areas of deficit.They need to pay the compensation capital for the cultivated land surplus areas, which includes the cities of Jinan, Qingdao, Zaozhuang, Weifang, Jining, Tanai, Linyi, Dezhou, Liaocheng, Binzhou and Zouzhuang.(2) The area of cultivated land protection economic compensation. After conversion of standardized area, the total areas of surplus in Shandong Province are 1701711 ha. And the deficit areas are 239370 ha.(3) The standard of the cultivated land compensation. Using the CVM method and taking Linyi city, Shandong Province as an example, this paper calculates the compensation standard is 3.57 ten thousand/ hm2 in Linyi in 2012.(4) The method of direct and indirect compensation can be used as the compensation mode.(5)The source of economic compensation. It includes special fiscal funds investment, the funds of deficit areas providing, farmland protection compensatiom tax the government levying, donations by the society and enterprise.(6)Shandong province takes the mode of “Three Longitudinal and Three Horizontal, Multistage Subsidies”.
