Study On Regional Compensation Mechanism Of Cultivated Land Protection In Hunan Province

Cultivated land is the important means of food security and social stability. In order to achieve the sustainable utilization of cultivated land resources, the cultivated land protection of our country must be a basic long-term state policy. At present, cultivated land property rights are not clear, cultivated land protection policy execution dreadful and lack of effective incentive measures, then, the strictest arable land protection policy that our country executed did not achieve the desired effect. The quantity of cultivated land has been dropping, the quality of cultivated land continues to decline, abuse of cultivated land for illegal construction are endless. Explore a road which can better protect arable land has become the important task for government and various branches scholars.This paper, from the point of view of the fair, combining with the actual social and economic situation of Hunan province, constructs the cultivated land protection compensation mechanism of Hunan province. Aim is to realize the internalization of external benefits of cultivated land, easing the cultivated land demand contradictions, coordinating regional development, realize the harmony and stability of the society, through the cultivated land compensation measures. In general terms, this paper carried out the following aspects:First of all, the problems in the protection of farmland as an entry point to illustrate that the lack of farmland protection the financial compensation mechanism is the important one of the reasons for that our existing farmland protection policy can not achieve the desired results. And do in-depth system studies about externality theory, sustainable development theory, land value theory, ecosystem services theory to provide a solid theoretical foundation for the establishment of the compensation mechanism of the protection of farmland.Second, the paper introduces the study area and arable land resources utilization. On the basis of the analysis which about the general characteristics of cultivated land resource in Hunan province, doing further research about interregional differences of the cultivated land change, illustrates the need for the establishment of the compensation mechanism for inter-district of Cultivated Land Protection.Third, it put forward the general ideas on establishing interregional compensation mechanism of cultivated land protection in Hunan province, and calculated all elements. The main contents include the division of cultivated land protection type, calculation on cultivated land deficit/surplus, value standard and area standard of compensation, the determination of compensation fund and the compensation mode.Fourth, from the law, economy, system and technology, and other aspects, doing further study about the establishment and implementation of safeguard measures for cultivated land protection interregional compensation, and putting forward the corresponding strategies and suggestions.Finally, based on the results of the study, we get some conclusions and propose further research direction.
