China Mobile Group Gansu Co., Ltd is responsible for the mobile communication network operation when it was established, with the change and development of the telecommunications industry, Gansu Mobile’s network made great changes in the past few years through continued efforts, from the initial to the current 2G network evolution 2 / 3 / 4G network and WLAN four network parallel. Now, Gansu Mobile is facing more complex modern market competition and business development, so its centralized financial management was given a higher request.This article is based on the current situation of the development of China Mobile Group Gansu Co.,Ltd, combined with its long-term exploration in the implementation of centralized financial management, financial system with the principle of centralized management and control theory, corporate governance theory,the current status quo of Gansu Mobile centralized financial management were analyzed.From the rational allocation of resources, resource integration capability, efficiency of resource utilization, control of resource risk, financial business integration, the construction of information systems, its existing problems were studied in detail in centralized management. And we find out the problems in the efficiency of resource utilization, resource risk control, financial operational efficiency, building financial systems. To explore for the problems identified,we get some propose solutions and safeguard measures from financial management, accounting, resource allocation, risk control system,and propose seven improvements such as financial resources,centralized management of funds. At the end of this article, we make an effective evaluation to these ideas and measures.Specifically, problems of financial centralized management and its optimization and evaluation are the focus of this article, and centralized financial management is the reflect in the operating in support of decision-making ability of China Mobile Group Gansu Co.,Ltd, the ability to service support capabilities and the ability to prevent and control other aspects of risk.Therefore, the ability of centralized financial management is essential for modern management and production.
