Study On National Value Chain Internal Upgrading Of China’s Manufacturing Sector Based On The Collaboration Between The Technology Innovation And Standardization

After more than 30 years’ opening-up, China has become one of the important manufacturing countries in the world. However, China’s manufacturing industry has won the manufacturing power country’s position owing to a large number of product exports, which did not achieve manufacturing sector’s ultimate goal in the global value chain internal upgrading. In terms of the rapid growing cost factor price, the“made in China” don’t have the advantage of low labor costs in the past, even likely to bring about the risk of “Immiserizing Growth” and so on. Technological innovation has become the main power to solve the problems of China’s manufacturing industry development. Standardization has been the important power to realize our manufacturing industry’s value chain internal upgrading, and collaborative interaction between technology innovation and standardization has been one of the important factors affecting China’s manufacturing industry value chain internal upgrading. As the result, it is conductive to driving our manufacturing industry’s global value chain internal upgrading through studying the collaboration between technology innovation and standardization, easy to solve the current problem of the manufacturing industry’s development. Besides, it is of great significance for promoting the manufacturing value chain internal upgrading.This study taking manufacturing sector as an example, according to the background of the low status of China’s manufacturing sector in global value chain as well as the the goal to upgrade the manufacturing value chain using the synergy of the technology innovation and standardization, carried on the related literature carding work, conducted theoretical analysis of driving manufacturing value chain upgrading,put our country’s present situation of value chain, technological innovation,standardization, and synergy of the two aspects in our manufacturing sector into effect,applied the empirical research to analyze manufacturing sector upgrading, and then put forward some concrete measures and policy to promote value chain internal upgrading.Firstly, it is found that this selected topic has certain innovative through researching the related literature at home and abroad, and there is no research on this topic in academia. Secondly, introducing the basic principle such as economics,management and so on to deduce the synergistic effect between technological innovation and standardization on promoting the value chain internal upgrading route in the manufacturing sector, it can be conclude that technological innovation by way of technology diffusion and imitation effect, standardization with technology transfer and innovation effect, and collaboration between technological innovation and standardization through the patent transfer and access to the market boost chain internal level. It is realized that the low degree of coupling between technology innovation and standardization of our country manufacturing industry combining with statistical data and expert judgment in ahp. Introducing the OECD- TIVA database in the WTO, this paper calculated the important index, that is global value chain traction force index, for the evaluation of the value chain internal upgrading, inferred that the status of manufacturing industry in the global value chain was low but rising. By constructing a VAR model, this paper verified and measured the influence degree and direction of upgrading on the technological innovation, standardization, and both the coordination of manufacturing industry of our country in the value chain. Finally,taking the problem of manufacturing industry value chain internal upgrading in our country into consideration, this paper carried out countermeasure discussion surrounding by promoting independent innovation ability, establishing national standards’ information service platform, strengthening the bundling of technology innovation and standardization as well as promoting standardization and technical innovation alliance between enterprises respectively from government, industry association and enterprise three aspects.
