With the construction of the implementation of the "Western Development", "opening to the west" strategy and the "Silk Road Economic Belt", China-Kazakhstan Horgos International Border Cooperation Center(hereinafter referred to as " China-Kazakhstan Cooperation Center") usher a good momentum of development: foreign trade continued to grow, rapid industrial economy started, logistics distribution function gradually improved, the overall economic and financial showing a trend of rapid growth. China-Kazakhstan Cooperation Center as a key project of Horgos Economic Development Zone, is a set of cross-border economic cooperation zone of free trade and investment cooperation and other functions in one, enjoy the most preferential policies given to China. Financial Development of China-Kazakhstan Cooperation Center will support enterprises to go to west, the Xinjiang leapfrog development and construction of the "Silk Road Economic Belt",which plays a crucial role.Currently, there is a China-Kazakhstan Cooperation Center financing difficulty, financing more expensive, not to facilitate bilateral trade in pricing, distribution and billing, less investment products and channels and other issues, which to some extent reflects the problems of the development of the financial in China-Kazakhstan cooperation center: the number and the kind of financial institutions is lack in number, small in size and slower growth in credit and a limited range of financial services and business capabilities. Although the People’s Bank of China for financial support China-Kazakhstan Cooperation Center issued a related advice and management approaches, such as the YF document No. 239(2012) and Wu YF No. 119(2013) document, but in reality, these problems still exist.In order to effectively solve the problems of financial development in China-Kazakhstan cooperation center, Under the guidance of theory of free trade area and financial development, the paper analyzes the causes of these problems constraints in depth by studying current problems in China’s regional financial development of China-Kazakhstan Cooperation Center.And on the basic comparison of domestic and foreign trade zone financial development,the paper draw on some seriously considered proposals to promote the financial development of China-Kazakhstan cooperation center:First, focus on the real economy, increase financial services function, for smaller-scale deposits and loans as well as slower growth problems, we can broaden the financing channels, to gradually ease corporate financing difficulties.Second, in order to effectively solve the number of financial institutions and the type of fewer problems, we can improve the financial organization system development, accelerate financial innovation, improve financial service level and improve long-term mechanism of financial support for the development of China-Kazakhstan Cooperation Center,like to build good financial infrastructure, enabling enterprises to adjust the structure of foreign trade through the production of high value-added, high-tech, deep-processed products, improve bilateral trade pricing, distribution and settlement environment.Third, the paper points out we could develop the finance of China-Kazakhstan Cooperation Center by actively promoting the development of offshore financial services, and expand the pool of offshore renminbi funds, expanding investment and financing of RMB circulation channels, improving the China-Kazakhstan Cooperation Center of investment products and channels, meeting the domestic and foreign enterprises to offshore renminbi investment and financing needs, creating offshore renminbi market in central Asia, achieving sustainable development in the offshore financial centers.
