| Since China-Kazakhstan Horgos International Border Cooperation Center (referred as cooperation center) has beenofficially operated from18th April2012, because of the management policy as ‘freedom at the first line, but control at thesecond line’, and entering or leaving the Chinese area of the center is considered as the same as entering or leaving thecountry, it is necessary to apply the related regulations about entering or leaving the country strictly. The requirement for theoperation of constructional project in this area thus cannot meet the management regulations of the entry and exit supervisingdepartments in short term. This leads to some operating management problems. For example, staff in supervising departmenthas to work for long, with labor intensive, and cannot focus on the main part. And for construction enterprise, they are facingthe problem such as the work force, transportation facilities, and extra expense of cargos, low efficiency transit, and delayeddeadline. Therefore, to deal with these issues, the Autonomous Region government decided to supervise the area by dividingthem into several district. However, those problems are considered to be resulted from some more in-depth reasons, and mustbe traced back and solved.This research starts with the current situation of the cooperation center, and shows all the basic information of the center.This research defines the requirements and key points of the center’s operating management by analyzing the ways ofactualizing its functions and developing directions. By using the method of comparing and analyzing some developedeconomic area types, such as the International Free Trade Zone (FTZ) and Customs Special Supervision Areas in China, thisresearch finds out that this center borrows management ideas from Free Trade Zone, they have something in common, but itstill has its own characteristics and features brought by its area advantages. It is one of the periodic arrangements in theprocess of developing Free Trade Zone in our country. It is a significant area; it also can be called as “Free Trade Zone withChinese characteristicsâ€. By clearly analyzing the type of the area properties of the cooperation center, and combining itsclear management mode, this research analyses the current management and related policies and regulations, emphasizes onthe positive reaction and retroaction; advantages and disadvantages. Using all the practical operating management problemsthat occurred during the past one and half years as the evidence, this research comes out with the thinking of solutions. Thisresearch has the following result: because of the management mode and the unique type of the cooperation center’s properties,there are both mutually promotive side and incompatible side. Under the affection of both sides, this area has its uniquepotential advantages and its obvious disadvantages. They respectively improve and restrain the function actualization anddevelopment expansion of the center. But the management mode and relevant regulations of functional managementdepartments do not make specific arrangement. These are the reasons leads to the operating management problems that occurin the initial stage of operation in the cooperation center. Therefore, according to the research above, the conclusion is thatfunctional management departments should proceed from the angle of service, it has to draw up the overall plan andmanagement regulation series that meet the China-Kazakhstan Agreement, the properties of the cooperation center, anddemands of its development of function actualization. Especially in the initial stage of operation, it is necessary to analyze thereasons of the problems deeply. By fixing and improving the top design, and making further adjustment and optimization, acomplete and specific management mode and a supervision regulation which is practical, feasible and in accordance with theactual development need to be formulated as quickly as possible. |
