With the development of human civilization and social progress of the economy, accelerated urbanization has become a worldwide trend. Since the reform and opening up, China’s rapid growth in urbanization, presumably to 2050 will reach to 72.9%. Rapid urbanization has increased the demand for urban multi-center, versatile as one set of high efficiency, high intensive urban complex become a new urban development model.However, with the urban complex spurtly surging, homogeneity, crowding together, and even cases of failure is also increasing, to explore the cause of the failure, the paper launched a study of the urban complex functional orientation.Based on related research at home and abroad, the paper cut into from the urban complex pre-planning,integrated the STP strategic marketing theory into the pre-project planning positioning plate, and discuss the core part of the project locate-- the positioning function. Through the study of four kinds of dominant function urban complex type(that is oriented residential, office-oriented, business-oriented hotel oriented) and the advantages and disadvantages of common functional orientation methods at the present stage,proposed quantitative functional positioning method-based on multi-objective intelligent weighted Grey target decision model. Determined by the three theories of function targeting,the strength of demand, income elasticity of demand, the regional environmental resources fit, function formats other driving ability, the negative impact of other features formats, ROI gray situation decision six goals, are empowered using entropy method,establish multi-objective decision model of Grey target. The model fully takes into account both effect of the target value of the target(that is indicating that the scheme finalist reasonable range) and off target,(that is indicating that the program is not shortlisted reasonable solution range) two different scenarios, and determine the optimum gray decision situation(that is in measure the maximum target vector program).Finally, taking a successful development and operation urban complex project "Zhengzhou Sheng Long International Center" for example, using qualitative analysis- "Trinity Law" and herein established quantitative analysis- "multi-objective intelligent Weighted Grey target decision " simulation its functional orientation, compared the final results, and corroborate the project location and the actual operating conditions, it confirmed the model established in the paper is scientific and practical.
