With the development of urbanization and the influx of talents in our country, urban complex has become an effective method to improve the efficiency of city construction which has leaded a new type of real estate development mode. With the rapid development of urban complex construction, the selection of urban complex function has many problems due to the complexity and periodically of economic, social and city development levels.When the selection urban complex functions, developers ignore the function of different types about the characteristics of the urban context and value, which is often brings in directly from domestic and international famous urban complex cases.The existing evaluation method of urban complex function method mostly from the economic perspective,which is not considering the various function system coordination and conflict between and overlooking the whole city complex compound.Under this background, this paper does the study in the scheme of urban complex functions; especially in the function orientation of city synthesis analysis.This paper builds the model of multi-attribute group decision in order to maximize economic and social benefits. This paper mainly researchs content as follows.(1)Analyzing the meaning and value of each functional system in urban context, researche the relationship between each function, and analyzed its value.(2)From the perspective of economic and social benefits maximization, this paper established a scheme of urban complex function evaluation system, and used the U-OWA operator and U-CWAA operator to built urban complex function model of the model of multi-attribute group decision.(3)This paper used the model of multi-attribute group decision to set up "Qingdao Sea carnival "to study tht complex function orientation which can provide a reference for previous future function orientation of the same kind.
