The oil industry not only plays an extremely important role in China’s energy production, but also has a crucial effect on the development of national economy. However, with the aging of the development of the oil field, especially in eastern China the development of oil water injection has entered the stage of high water cut and even extra-high water cut in all aspects. Nowadays some factors make the condition of the production and operation facing very serious test, which includes the increasingly serious exploitive contradiction of “three-high and two-low”, the yearly increasing of production cost, the rising of moisture content and the decline of economic benefit. Due to the constraints of oil resources and the urgent needs of increasing reserves situation, maximizing the use of those resources buried deep in the ground and reasonably weighing the input and output of oil exploration and development have become the issues of major oil companies and universities to explore in order to bring immeasurable economic benefits to production and living.Analyzing the relevant scholars’ research achievements at home and abroad, and based on relative theory of input and output optimization of petroleum exploration and development, this paper is aimed to find out the main problems and the input-output’s influencing factors by analyzing the input and output situations of LS oilfield’s petroleum exploration and development. According to these, it also establishes a suitable equilibrium model of input and output of oil exploration and development in LS oilfield, which is a nonlinear multi-objective optimization model based on genetic algorithm. This kind of algorithm is possessed of the character of overall optimization except for the character of strong robustness and parallelism. Besides, it is appropriate for the study area in accordance with the actual situation of LS oilfield.Input and output Optimization of petroleum exploration and development can improve the economic benefits of oil companies and facilitate the implementation of the measures of oil cost decreasing and benefit increasing, which is very significant for the management of oil companies. China’s oil production is influenced by resources constraints and limited production, and what’s more oil resources shortage has become the main contradiction factor in the China’s economic development. In consideration of these conditions, this paper studies on the input and output of LS oilfield’s petroleum exploration and development from two aspects of theory and practice. It will provide some reference for the projects of petroleum exploration and development.
