SPA Tourism Development Research From The Perspective Of Public Administration

China has abundant hot spring resources. It has been a tradition to utilize Spa for wellbeing purposes since ancient times. Nowadays, the Spa tourism in China has gone into the stage of recreation tourism. The over speeded development has led to a series of drawbacks in the spa tourism products. Considering the national situation in China and a better sustainable development in Spa tourism, it is necessary to persist in the government-led development strategies. However, the functions that the government should carry and how to play a dominant role in the development of Spa tourism require further discussion.Pukou District in Nanjing has been famous for its high-quality hot spring resources since ancient times. However, the development of Spa tourism in Pukou has not been progressed in recent years. Different types of government-led strategic measures applied in Chinese tourism development is summarized and used as a theoretical basis. Considering the reserves of hot spring resources, the development history, and current situation in Pukou district, the advantages and disadvantages, challenges and opportunities of Spa tourism development in Pukou are analyzed. Lastly, the planning of Spa tourism development of Pukou district is proposed and the marketing strategies of Spa products are designed, in the hope of providing valuable suggestions for the Spa tourism development in Pukou in the next stage, fully taking advantages of the features and advantages of Pukou hot spring resources, so that the Spa tourism can be further advanced.
