At present, China is entering the middle and later periods of industrialization, the huge consumption and investment by the huge population call for stable economic growth, while high energy consumption maintaining economic growth and then high pollution phenomenon resulting in unsustainable crisis of economic growth. How to realize the high economic growth and effective environmental regulation simultaneously has universal significance and theoretical value. Porter hypothesis raised the development possibility of technological innovation, which is the core of economic development, namely, technological innovation can significantly promote the economy to maintain growing, under effective environment regulatory. Thus, this paper discusses coordination between environmental regulation and technological innovation based on Porter Hypothesis.Firstly, this paper measures technical efficiency and technological progress of China’s 31 provinces from 2003 to 2010 by the stochastic frontier model based on transcend logarithm production function, and with the help of method of Exploratory Spatial Data Analysis to analyze the spatial correlation of technical efficiency and technological progress and geographical distance features. At the same time, this paper gets the data of intensity of command and control environmental regulation and market-oriented environmental regulation of China’s 31 provinces from 2003 to 2010 collected from relative yearbooks, similarly, this paper uses Exploratory Spatial Data Analysis to analyze the characteristics of the spatial correlation and geographical distance of command and control environmental regulation intensity and market-based environmental regulation intensity.This paper makes empirical analysis and robust tests on Porter hypothesis and its extensive hypotheses from the perspective of form, strength and space based on various effects of Spatial Durbin Model, after extending the theory of Porter hypothesis and proposing relative hypotheses by means of mathematical models, and makes empirical research on human capital threshold of the Porter Hypothesis and extensive hypotheses. Further, extensive researches based on different periods and different regions are also given in the paper. The main conclusions show that Porter hypothesis has been supported by empirical data from China, but different forms of environmental regulation have significantly different effect on different types of technological innovation, this difference is also reflected in the empirical analysis of extensive researches based on different periods and different regions. Among them, whether to consider spatial effects have a significant impact on the conclusions. Finally, some policy recommendations concerning on form of environmental regulation, intensity of environmental regulation, market integration, reform of education and so on are given,in order to promote environmental regulation and technological innovation to achieve a win-win.
