Environmental pollution has become the main serious threat to the human production and life, Strengthening environmental protection is he inevitable choice of the transformation of the mode of economic development and realize the high-speed stable economic growth. Currently, the call of the people for environmental protection is growing, From the international green trade barrier to RoHS,WEEE and EUP,and then to the implementation of a series of environmental policies in our country, all reflect the all countries in the world have begun to attach importance to the problem of environmental protection. However, China’s economic development still faces many problems such as a lack of innovation and production technical level is not high. To some extent, this also means that China’s economic development process, should not only take effective environmental regulation to reduce pollution, also must pay attention to the economic development in the process of quality problem. It presents many challenges to the development of modern enterprise, Under the existing environmental regulation, how to achieve the long-term development of the enterprise has become an urgent task faced by firms, Through technical innovation and institutional innovation to change the way of the development of the enterprise, product innovation and service innovation to meet the demand of the consumers of green environmental protection, will effectively solve the main problems in the current, so as to realize the "win-win" of economy and environment.In this context, this paper is based on the externality theory, porter hypothesis, and the theory of technological innovation, mainly using the combination of theoretical analysis and empirical analysis, this paper uses econometric methods and builds econometric model to study the impact of environmental regulation on the Industrial enterprise technological innovation capacity. Firstly, this paper reviews relevant theory and literature; Secondly, introduce the environmental regulation under the enterprise production technology innovation from the content, driving mechanism, ways and effect; Then, this paper uses manufacturing of panel data of jiangsu province from 2003 to 2010, using the nonlinear threshold regression model, the empirical research on the intensity of environmental regulation and industrial enterprise production technology progress "threshold effect". The results show that the intensity of environmental regulation and production is neither a simple linear relationship between technological progress, there is no "porter hypothesis" in the "U" type curve relationship, but present a line correspondences. When environmental regulation intensity is less than the threshold value, environmental regulation block production technology progress; When the intensity of environmental regulation over the threshold value, effect, but not a positive promoting role; Finally, under the above research results, it is concluded that the effective policy guidances.Through the study of environmental regulation under the enterprise production technology innovation will help enterprises to speed up the transformation of the pattern of economic development, better adapt to the current low carbon economic development model. It also provide the policy guidances for the enterprises to establish the good image of green environmental protection, to grab more market share,and bring more profit space for development.
