| Since military semiconductor integrated circuit is the core component of weaponry, strict qulity management and control mechanisms have been imposed, including Qualified Product List(QPL) quality certification mode. However, with rapid development of new technology and significant increase of new supplies, QPL cannot gradually adapt the domestic demand of informatization construction of weaponry.Qualified Manufacturer List(QML) is the widely used quality certification mode abroad for military semiconductor integrated circuit. Due to the big differences between domestic and foreign institutional mechanisms, whether or not QML can be extended in the country is questioned. This paper mainly deals with the problems related to the practice of the establishment of QML certification system.First of all, essential framework of QML certification system is studied in this paper, including object, organization, procedure, and key issues, through which QM program documentation and process capability demonstration is considered as the both key issues of the establishment of QML certification system. Secondly, QM program documentation and process capability demonstration are separately studied and discussed. In the study of QM program documentation, deficiencies existed in the preparation of documents in the past are disserted. By combining domestic quality certification requirement that both certification standards (GJB546+GJB7400) have to be implemented, and contrasting QML certification standard terms, basic methods and procedures of documentation are proposed; In the study of "process capability demonstration", combined with the technical features of integrated circuit, the connotation of the word and the ways to collect characterization data of design and processes are proposed. Finally, with X company as an example to explain the specific methods of establishment of QML certification system, it proves that wide promotion of QML certification model in the country is feasible. |
