The expression of GIS in space has been developed from the traditional two-dimensional map to three-dimensional space expression after 40 years development. With the advance of "Digital Earth" concept, many countries in the world are carried out on their digital construction work in recent years. The construction of digital city, digital community, digital campus and other projects is springing up rapidly, These projects not only provide users with the convenience of life and work, but also provide the basis for analysis and decision-making for managers. But the digital construction of residential quarters is still in its initial stage in China, The digital construction of most residential quarters is the traditional way of labor-intensive work, There are many disadvantages in this way of work, such as uneven distribution of resources, high cost of investment, low efficiency, incomplete data preservation, and so on. So the corresponding digital construction of residential quarters should be constructed under the background of the “Digital Earth”.For this problem, this paper has carried out the construction of three-dimensional residential property management system with the actual situation. The main work is as follows:(1) At present, on the basis of the digital management of residential quarters. A comprehensive exposition of the technology that involved in the construction of digital cell is described in this paper, including: development of geographic information system(GIS), platform selection, four kinds of technology of three dimensional model construction and system access control technology. And through comparison, it is concluded that the ArcGIS software platform, the parametric modeling technology based on the semantic rules and the role based access control technology have obvious advantages in the aspects of function, efficiency and security in the process of building a three-dimensional residential property management system.(2) In this paper, the parametric modeling technology based on semantic rules in CityEngine software platform is studied. And using this technology to complete the model construction of the experimentation area scene, the modeling method and process of building and road are described in detail.(3) According to the content of the property management in the experimentation area, this paper makes a detailed analysis and design of the business function and logic in the three dimensional residential property management system, including analysis of software requirements and feasibility, overall architecture of the system and database designing. Completed the construction of the three dimensional residential property management system, and realized all the functions of the system design.Through the construction of 3D residential property management system, accelerating the pace of experimental area property management system into the information and digital. accelerate the pace of information and digital management system in the experimentation area, to a certain extent, improve management efficiency, reduce management cost. To some extent, the management efficiency is improved and the management cost is reduce.
