Since 2009 China has be the largest automobile production and sale in the world for five years and become the world’s second carbon emission country. At the same time,China is one of the biggest countries in the growth rate of oil consumption and with severe pressure of carbon emission reduction and energy conservation. On the one hand, in order to develop renewable resources and optimize the mode of economic growth, it is imperative to promote the development of new energy vehicles, on the other hand, our country has made major breakthroughs in the car battery and motor and other related core technologies also made it is possible to develop new energy vehicles rapidly. Changchun is so-called Motor City, the new energy automotive industry is also developing rapidly. But there is something wrong with the development of new energy automotive industry in Jilin province. Firstly, lacking of the concept of system integration in new energy automotive industry innovation management system, the lack of interaction and integration and synergy of innovation factors leads to the core technologies of new energy automotive industry is difficult to break through. Secondly, the gap of technologies from laboratory research to the production application is difficult to cross. Thirdly, lack of institution innovation and technological innovation, and the infrastructure construction of new energy vehicles is not prefect, all of those block new energy vehicles industrialization progress in Jilin Province.I analyzed the present situation and the existing problems of new energy vehicles industry in Jilin Province, according to the current situation of new energy vehicles industry, I build three collaborative innovation models. From the models building and evaluation, I sum up the conclusion in this study:(1) Many organizations involved in collaborative innovation, first determine main collaborative organization in the process of technology innovation is the foundation of the research of collaborative innovation. After analysis, I seem enterprises and government and colleges as the main collaborative organizations. Each main collaborative organization has its own advantage, the collaborative elements and the status of each main collaborative organization are different in different stages.(2) Many organizations involved in collaborative innovation, in some case a single main body behavior may be limited by the innovation model, so I desired three innovation models and analyzed the three models by using analytic hierarchy process(AHP). The consequence is that the third model is the most suitable one.(3) I think collaborative innovation participants should have clear consistent goals,based on the consistent goal, collaborative innovation participants cooperate with eachother and coordinate with each other. Interests and scientific and technological achievements in liability is the guarantee of collaborative innovation continues to run.(4) I consider innovation investment and environmental elements two aspects when analysis the influence of collaborative innovation model selection factors for new energy vehicles industry in Jilin Province and the determine inventory, the stock of knowledge, the net inflow, the information flow, technology, market environment support and policy support, the laws and regulations safeguard and infrastructure supporting as indicators for analysis.
