The Policy Path Research To Promote Our Country's New Energy Vehicles Industry's Core Technology Researching

With the Continuously prominent of environmental problems and sustained tension of international energy supply, the major developed countries have increased the value of the new energy vehicle development and industrialization. Our country, as one of the world's country with lots of autos, have also issued a large number of industry policy like direct government subsidies, tax relief and other aspects to promote our country's new energy vehicle development. The conclusion which “New energy vehicles will become an inevitable trend in the automotive industry development.” has been recognized by the automotive industries and various governments. In the traditional automotive sector, as the core technology of automobile production were controlled by the United States, Japan, Europe and other Western countries, China's auto companies have been firmly locked in the low position of the global automotive industry chain, our desire to become automotive power have no hope in the future. The emergence of new energy vehicles marked an important and systemic revolutionary of automotive sector. It a rare opportunity to make our country from a country with lots of autos to a country with advanced technology of autos, to achieve Auto companies' "corner overtaking" and a major step forward to solve our environmental pollution and energy security issues.The key of developing new energy vehicles is the development of new energy vehicles' core technology. As an emerging industry, new energy vehicles core technology research and development needs the joint efforts of the government, research institutions, automotive companies(especially traditional auto companies). From the "fifth" period to now, our government's varieties of industrial policies have made great contribution for the development of our country's new energy vehicles. This paper also makes a detailed analysis and summarized to it from supply-side policies, demand policy, related environmental policy. But so far, there is none of people has made a detailed analysis from the whole innovation network and industry supporting system of new energy vehicles core technology at the macro level. And at the micro level, we all ignored the effects of auto companies' attitude to the new energy automotive industry development. If the car company itself is not positive in research and development, the policy's effect must be greatly reduced. In view of this, this paper use cluster innovation theory which come from technological innovation theory, Industry matching theory, situation preference theory and certainty effect which comes from behavioral economics to analyze the research and related policy of new energy vehicles core technology at the macro level and the micro level, and propose appropriate policy recommendations: Breaking the constraints of regional protection, setting up new energy vehicles core technology innovation network at the whole country; Combining with regional industrial advantages, establishing the relevant system to promote Industry matching; establishing an after-the –fact gradient incentive system.
