The Performance Of Different County Agricultural Support Policies

County economy, an administrative division economy on a county level, is a regional economy which has regional characteristic and self-contained function. In China, the production of farm produce(including byproduct) mainly distributed in various districts and counties, which takes agriculture as the economic subject of county economy. As a consequence, the support policy of county agricultural will be crucial for actualizing sustainable development of agricultural production. The key to the all-round well-off society construction is in the countryside, development in a rural county economy is the only way to realize agricultural modernization, not only is the all-round well-off society of the strategic measures.Citrus industry is not only an advantage industry in various areas, but also has now become a pillar industry of the county economy, which in turn may influence farmers’ income, regional economic development and new rural construction. Based on its increasingly important status in the Chengdu-Chongqing economic zone, this article mainly takes Anyue, Sichuan and Zhongxian, Chongqing, known as Orange Production County, as researching cases, The purposes of this research are to explore the significance of agricultural support policy to agricultural economy development at county level. First of all, this paper explored differences of the two counties in the agricultural support policy.By comparing differences of the two counties’ agricultural policies, we found the agricultural support policy of Anyue is more market oriented, while it is oriented by government in Zhongxian. After that, we studied the differences of development of citrus organization pattern under different agricultural support policy. We found there were retail investor, specialized cooperatives and broker model in Anyue’s citrus organization mode, while the specialized cooperatives mode is dominant in Zhongxian.Methods questionnaires among orange farmer in citrus main producing region by home investigation were performed, where involved Shuanggui, Xinli, Yongfeng, Bashan in Zhongxian and Yueyang, Yuexin, Yongshun, Linfeng, Longtai in Anyue, According to the analysis of investigation data, the performance of different mode were compared by the orange yields and farmer income. The result was significant in Anyue but not in Zhongxian, which indicated that the market-oriented formulation mode of county agriculture policy in Anyue was superior to government guided mode in Zhongxian.After that, we carried on the in-depth discussion about the formulation of the county agricultural policy and the conduct boundaries of the government to make the relevant policy. It should be market-oriented when we formulated county agriculture policy. The government should play the initiative of the market and strengthen the communication of the citrus organization subjects, which is to play a "service-oriented government".At the end of the article, we presented some viewpoints as to be considered in future studies, which would be available for the county agricultural policy’s formulation and the development of citrus organization mode, as well as the theoretical basis for the formulation of the national county agriculture policy.From what has been discussed above, the production of county agriculture including citrus industry is vital for the development of county economy. The agricultural support policy of Anyue and the citrus industry organization mode were superior. Otherwise, the county government should improve the rural financial expenditure on education, and increase investment in training for practitioners of citrus, which aims to improve the professionalism of the workers. In addition the government should improve the citrus industry insurance system and formulate preferential policies and subsidy system, which is for the sake of attracting young adults and professional talents return. At the same time, it should be clear about the boundaries of the government behavior and reduce excessive government intervention when the government formulate county agriculture policy. Specific measures are as follows:(1) To shift governing idea,(2) To insist on taking market as the basis of the allocation of resources, correctly handle the relationship between the government and the market,(3) To strengthen the communication between different subjects with citrus industry organizations,(4) To increase the orange farmers and citrus industry organization’s ability to participate in the negotiation which aims to increase the income of the farmers,(5) To deal with the relationship between the governments at all levels. The government also should formulate targeted support policy for farmers, intermediary organizations and processors, which aims to optimize the allocation of resources and improve the efficiency of policy.
