Today, “haze” has become one of the most popular topic in China. China’s frequent haze pollution not only aroused people’s appeal to solve the pollution of the environment, but also promoted the government’s determination to govern environment pollution. The formation of haze is mainly because of the large amount of emission of sulfur dioxide nitrogen oxides and smoke(powder) dust. The most important factor of significant emission of sulfur dioxide, nitrogen oxides and smoke(powder) dust is large amounts of energy consumption and coal-dominated energy consumption structure in our country. Therefore, the core of haze governance is to control total energy consumption and reduce the emissions of pollutants. So It is important to research the relationship between haze governance and energy consumption. At the same time, the study on the relationship between the total energy consumption and its factors is of great significance. Through these the study, we can further analyze the specific strategies to control the total energy consumption and then achieve the goal of total energy consumption control, and finally reduce haze pollution. We can have a coordinated and healthy development of energy, economy and environment.This paper’s main research method is the combination of qualitative and quantitative. Based on the haze Governance, we research the necessity of implementing China’s total energy consumption control and the specific implementation strategies.First of all, on the basis of the China’s haze present situation and its main cause of formation, we establish the cointegration model between total emissions of major haze pollutants and energy consumption. By analyzing the relationship between them, we get conclusion: Total energy consumption has a significant impact on emissions of major pollutants in the haze, and it is objective and necessary to implement the policy of total energy consumption control for our country’s haze governance.Then, we further establish the cointegration model between China’s total energy consumption and its influence factors. Based on reasonable assumptions of variable influence factors in the historical scenario and energy consumption control scenario, we predict China’s total energy consumption in 2020. According to forecast results, we can come to the conclusion: in the energy consumption control scenario, Chinese government can realize the goal of controlling the total energy consumption in 2020 to be 5 billion tons by adjustment and optimization of variable influence factors.Finally, based on the study of China’s total energy consumption, we put forward the specific strategies of implementation about total energy consumption control: Our country should take the transformation of economic growth as a key focus and attach importance to the quality of economic development and actively promote the transformation and upgrading of industrial structure. Besides, it’s also needed to promote the improvement of China’s energy efficiency through technological progress, regulation of energy prices, etc. By the above improvements, we can reduce haze pollution and achieve coordinated development of energy, economy and environment.
