Energy is the basis of human survival and a strategic resource for economic development and social progress. Nowadays, our country is in a transition period of industrialization, with the rapid economic development, the demand for energy has increased dramatically. Obtaining and using energy excessively will cause energy shortages, environmental pollutions and climate change that threaten human survival and development. To this end, controlling energy consumption, improving energy situation has become the objective requirement of our country’s future economic development.In "Eleventh Five-Year Plan", China was proposed to control energy consumption intensity. However, because the energy consumption intensity relies on GDP growth rate, driven by strong local governments’ pursuit of GDP growth, although energy consumption per unit of GDP was in a declining trend, but total energy consumption continued rising.Controlling total energy consumption is our response to global climate change, it is a new attempt to promote energy saving. The2011national economic and social development "12th Five-Year Plan "clearly stated controlling total energy consumption as a new policy. This means that China’s energy strategy had changed from ensuring supply to controlling the total energy consumption.This article is divided into seven chapters. Chapter1is the introduction. Chapter2is the basic theoretical research on energy. Energy using patterns is the sign of the progresses of human society, meanwhile, human energy activities bring a range of damage and impact on the ecological environment, and therefore it is necessary to control total energy consumption. Confined to that China is still in the industrialization period, controlling energy consumption intensity can only improve the efficiency of energy, but not limit the total energy consumption, so Chapter3discusses the strategic significance of energy policy which changes from the intensity control to the total control. To a large extent, the total energy consumption control will make a significant impact on our economy and society, and the policy’s implementation must be restricted. So, in Chapter4, Concept, Industry, Technology and Management will be discussed as four constraining factors to the policy implementation.Chapter5in the paper is an empirical study of Zhejiang Province, to address the path and method of the total energy consumption control implementation, for example, how to predict the total consumption, how to set and decompose goals, how to evaluate, and to make the long-term management and protection mechanism. Finally, propose some thoughts and recommendations for the establishment of a good environment for energy reform.
