After China carried out reform and open policy, the economy has developed quickly and people's living standards has improved significantly. Haze, a kind of rare natural phenomena in the 1990's, becoming more dangerous to the public, has arisen people's attention.The paper gets the following results by the study described above:The first chapter introduces the research background and research status of haze pollution, especially for haze governance and haze economy. Then, the research content and technology roadmap are presented.In the second chapter, the method of time series is used to analyze the status of haze in Nanjing by choosing the monthly average data of PM2.5 from 2014 to 2016.We find the monthly average data of PM2.5 from 2014 to 2016 in Nanjing are fitted well with ARMA(2,2) model. It predict that PM2.5 concentration in January, February 2017 respectively are 61.5, 59.7, which almost equal to the real data 59.0, 55.6.In the third chapter, we use exploratory factor analysis to extract common factors. According to structural equation modeling, an optimal model for haze governance will would be determined. We find haze governance will in China is effected by haze risk perception, haze perceived quality, haze perceptual measures and haze expenditures, and the influence of haze risk perception and haze perceptual measures is larger than others. The influence of haze expenditures is small because the public hope the government take measures to govern haze. In addition, haze risk perception is the base of others, which means the more dangerous haze risk perception is, the higher haze perceived quality, haze perceptual measures and haze expenditures are. Finally, haze pollution governance index is 82.31, showing haze governance will is strong.In the forth chapter, we apply the sure independence screening (SIS) algorithm to reduce the dimension of the large dataset and to effectively screen the influence factors. For quantitative analysis of the economic effect of haze and the valuation of haze management and prevention, the contingent valuation method (CVM) is applied and compared to the average estimate method based on Spike model. According to the binary logistic model, the public willingness to pay is most closely related to importance of the government and the public taking measures to govern haze. The non-market value of haze management and prevention by CVM and the average estimate method based on Spike model is calculated respectively as 17.313 billion yuan and 9.532 billion yuan. Because the latter model assumption is too idealistic,the CVM combined with the SIS algorithm does a better job. Hence, the people of Jiangsu attach a value of 12.529 billion yuan to clear air in their region, which is an indication of the overall costs a reduction plan may entail.In the fifth chapter, we establish endogenous economic growth model of haze economic effect, based on Romer model via the panel data of 31 provinces of China in the period of 2011-2015. We find the correlation of haze economic effect, stock of human capital, labor inputs and physical capital stock is positive, in which physical capital stock taking the most significance role. Haze economic effect and haze pollution damage and stress are positively correlated. It proves the rapid development of economy in our country is at the cost of air environment, not conforming to Environment Kuznets Curve. Haze governance depends on the support of technical level and pollution control. Only improve the level of technological innovation, reduce energy consumption, increase government controls,intensify haze treatment cost and force, the problem of haze pollution will be solved.In the sixth chapter, we give countermeasures about perfecting the system of laws and regulations, establishing environmental supervision and linkage mechanism,optimizing industrial distribution and energy structure and improving innovation of environmental protection and technology, and presented research prospects in this article.
