Application Research Of The Administrative Process Re-Engineering In The Land Resources And Urban Planning Administrative Department Of G City

Reform of the administrative system has been launched in China, aimed at streamlining administration structure, cutting repeated post and improving administrative efficiency. In the past, government usually chose the way of adding the amount of internal organs, staff and information system during the re-form of the administrative, which could not solve the key problem. The reason of the past reform of the administrative didn’t come out well, is the unpresence of management theory.The example of the merger of the Land Resources and Urban Planning Administrative Department of G City is taken in this essay, to address how the Process Re-Engineering is applied in improvement of administrative efficiency.The theory used in this essay is the Process Re-Engineering theory provide by Professor Michael Hammer in Harvard University. The theory of 5W2 H and ECRS is used in the research of the essay.The essay includes content of introduce of current process of the department, analysis the problem, Re-Engineering the process of the department.After the Re-engineering, the internal organs of the department are shorted from 23 to 13, the amount of the process is shorted from 51 to 44, the steps of the process are shorted from 230 to 197.The research of the essay demonstrates the importance of the application of management theory in Public Management, by providing the math, train of thoughts and technique.
