County Overall Urban Planning And The Technical Framework Of The Overall Land Use Planning And Coordination

Land is the material foundation and space carrier of the development of urban construction and the food safety production. The reasonable land configuration directly related to social and economic development,food security and ecological conservation. The land layout and scale indicator of urban master planning and general land use planning which are both statutory planning space based on the rational land allocation, are important for urban and rural construction guidance. The organic link between urban master planning and general land use planning ("the two planning" for short) became the premise security of the effective guide to urban and rural construction and ecological protection for that there are some crossover overlap and closely connection between them. But in fact, the mutual division between "the two planning" has become a common phenomenon due to the many differences on the planning method,planning system and planning concept between "the two planning" for a long time. The scale land and spatial layout conflicts of urban master planning and general land use planning can't effectively curb the irrational land use, brought a lot of problems to city construction and land management, hampered the rapid and healthy development of city to a certain extent and weakened the seriousness and authority of themselves.Therefore, in this dissertation the coordination problems between urban master planning and general land use planning was chosen as the research object in the context of a new round of land use planning revision. And the coordinate technical framework was tried to been constructed on the base of the analysis of the related key technical problems in order to provide technical support and academic reference for the practice on the coordination between "the two planning" of small towns.This dissertation adopted the method of combining the theoretical and empirical analysis. Fist of all, the contradictory essence was been proposed on the base of the summary on the related academic research results and practical experience. Then the technical coordination framework for the "the two planning" was formed from the unity of planning guidelines and the platform of technology convergence. Third, the YiChuan county was taken as an example for the empirical analysis, through resolving the current conflict and proposed the technical adjustment program. Finally, bring forward the conclusion of the thesis:Coordination is a feasible way to achieve the cohesion between "the two planning". The inconsistency between "the two planning" line in the differences on the planning time,basic data,land classification,prediction method,planning hierarchy and planning theory. "The two planning" should take the sustainable development,urban and rural coordination,smart growth,ecological priority and flexible planning as the guiding ideology, and be coordinated on technology from four aspects which including the basic data,planning scope,land scale and space layout.There are five parts in this dissertation. The first part is the introduction, summarized the related academic research achievements and the practical experience, put forward the research thinking and framework of this thesis. The second part analyzed the related basic problems and defined the research task. The third part constructed the technical coordination framework of "the two planning" from two aspects of the guiding ideology and the technical method. The fourth part is the empirical analysis for example in YiChuan. The fifth part is the main conclusions of the dissertation.
