Comprehensive Benefit Evaluation Of High Efficient Water Use In Vegetable Production In Hebei Province

Hebei province is one of the largest vegetable production, and is also a big province of water shortage, per capita water resources accounted for 240.57 m 3 in 2014, ranking twenty-sixth in China. The serious shortage of water resources has become an important bottleneck of economic and social sustainable development in Hebei province. Vegetable, commonly known as "water vegetable",can be called "large draft " in horticultural crops. Vegetable planting area is 1.237 million hectares in 2014 in Hebei province, vegetable production of 81.257 million tons. Total water consumption is 19.28 billion m3 in 2014 in Hebei province, and agricultural water consumption is 13.92 billion m3, accounting for 72.2% of the total water consumption. Vegetables water consumption is 2.234 billion m3, accounted for 16.05% of agricultural water consumption. So pay more attention to the vegetables water saving has very important significance to the agricultural industry development and economic growth. At the same time, it is helpful for the social development and the improvement of ecological environment.Through the analysis of vegetable production in Hebei province and vegetables water conditions, we find out the relationship between them. Combined with the current actual situation of the water-saving vegetable industry in Hebei province, the author puts forward the concept of vegetables high efficiency water using, and defines the evaluation scope of the comprehensive benefit in vegetables high efficiency water using, including three aspects: economic, social and ecological environment. At the end, we will carry on the comprehensive benefit evaluation, the following steps are as follows :(1) put forward the principles and methods of construction of the evaluation index system;(2) building the comprehensive benefit evaluation index system, and illustrates the various evaluation index;(3) using fuzzy mathematics method to set up the comprehensive benefits of vegetables efficient water use multilevel evaluation mathematical model;(4) calculation and evaluation combined with current situation of vegetable planting and water using in Hebei province;(5) according to calculating the evaluation results, put forward the countermeasures and suggestions of vegetables high efficiency water using in Hebei province, make decision-making of vegetables high efficiency water more scientific.
