Research On The Gridding Management Of Grassroots Food Safety In Wen Zhou

Food is always the material basis for human to get survive, food safety related to social harmony and stability, by together food safety issues is becoming an important livelihood issues. Today, China is entry into the new stage of development in building a moderately prosperous society, the living standard of residents is continually improving. However, there are so many food incidents happened in China in recently years, such as Sudan Red incident, melamine incident, low quality powder milk incident and so on, these all make people pay unprecedented attentions on food safety issues with unprecedented distrust, it also leads to higher requirements of food law system and food supervision models.The foundation of food safety in China is still under a low standard,while it also facing a severe situation. The most difficulty of food safety supervision is in the grassroots. The towns and townships(street offices) responsible for the food safety issues in the grassroots, it is the intermediate point which connect both city and countryside. The principle contradiction in grassroots of food safety issues is between the number of providers who manufacturing and selling food increase explosively and the under standard production level with tradition habits. The contradiction also appears between the small number of government supervision officers and an increasing large number of food providers who need to be supervised.The question of how to build a strong and intensify supervision model in the grassroots which covers all the areas is a difficult problem, especially under the situation that new food safety law was enacted on 1st October 2015, and the legal system in food safety areas was consolidated and consummated.In this article, the concepts of the gridding management model in the grassroots will be introduced and analyzed at first. And the importance of building the griddingmanagement model in the grassroots will be demonstrated theoretically by introduce four theories including of the theory of public product attributes,government supervision,seamless government theory and elaborating management theory.Understand and grasp the theories is the prerequisite to optimize the gridding management model in the grassroots.Moreover, the food safety issues which may exist in grassroots in WenZhou will be listed by analyze the data and current situation.Furthermore, the necessity will be discussed, the goals and the concrete content of innovation will be analyzed by combine the current result get in WenZhou, which all lead to the next chapter of optimize the food safety gridding management in grassroots.Besides, by analyze of Chapter Five points out the problems which may appear in the process. The strategies which may solve the problem will be offered in Chapter Six, it is the foundation of deepen the food safety network and build an extremely useful supervision model.In this article, the writer combines his experience from the work, the data which was collected, the results by comparing the gridding management globally, the analysis from case study, the results from surveys, and so on. By together analysis the gridding management model in WenZhou, in order to generalize the use of gridding management theories in the grassroots, as well as offering the ideas of advancing complete to government department in using the gridding management in food safety area.
