Labor dispatch is a new type of controversial labor model, which originated from the United States and introduced to China in 1970’s with the flexible mechanism, diverse forms and comprehensive service. With the continuous development of Chinese market economy and the improvement of labor dispatch system, this new labor model is adopted by more and more enterprises because of its advantage in enhancing the competitiveness through reducing labor costs, simplifying personnel administration, optimizing the structure of human resources and improving labor efficiency.With the rapid development of power industry, the intensifying in enterprises competition especially in talent competition and the promulgation and implementation of <Labor Contract Law>, <Interim Provisions on Labor Dispatch>, the disadvantages of labor dispatch gradually appear. Such as the instability of labor flow and employment, the low job satisfaction, the insecurity of employee interests, the increase of enterprise employment legal risk and the existence of security risk. To some extent, all these affected the safety in production and the harmonious and stable development of the enterprise. How to make full use of the advantages of labor dispatch model to labor legally and meet the safety production and development strategy of enterprises have become an urgent problem to be solved for technology intensive power enterprises.This paper mainly introduces the development history and current situation of domestic and foreign labor dispatch, also elaborates the employment model, including the definition, characteristics, theoretical basis and related legal norms of labor dispatch and then discusses the current situation of labor dispatch through the research of power enterprises, analyses the problems and solutions of labor dispatch in power enterprises. Finally put forward the proposal of labor dispatch in power enterprises, provide reference for the designation of new power system, and provide ideas for labor dispatch of power enterprises which have been put into operation.In terms of power enterprises, a systematic planning for human resource strategy, a scientific setting for position sequence, a comprehensive business culture, a strictly defined auxiliary position and an intensive training and information communication become particularly important. At the same time, the government should strengthen the supervision of labor dispatch, put the classification regulation into practice according to the difference between industry and region, avoid rigid uniformity and strengthen the service dispatch agencies to carry out process assessment. Finally according to the summary of the development trend of labor dispatch in power enterprises, it can be concluded that the employment model of labor dispatch still exists but it will be gradually reduced, market oriented labor model and outsourcing will be strengthened.
