Currently, a large number of enterprises and public institutions tend to adopt a low-cost employing mode called the labor dispatch and trying to take advantage from this mode since this kind of inexpensive employment could enhance the profitability of the business as well as reduce routine costs. Meanwhile, this phenomenon may lead to unfairness thus the labor dispatch issue become a profound discussion topic. In this article, the research is based on both domestic and overseas achievement which is relevant to labor dispatch policy and fully considers the specific circumstance of China. The paper mainly analyses the cause and development of the labor dispatch by making an in-depth research of the newly revised laws, "Labor Contract Law" and "Labor dispatch Interim Provisions". To be specific, the research takes a State-owned power enterprise as an example and focuses on the situation of’A’Province Electric Power Research Institute through questionnaire survey. Combined with labor dispatch policy implementation of a’A’ Province Electric Power Research Institute, the research would develop a futher study about various aspects including the labor dispatch status and temporary staff working conditions.Through the investigative survey, the article demonstrates a detailed analysis in three particular aspects:the dispatching policy implementation scope, methodologies and the problems existing in the process of implementation. The analysis would help government agencies get better understanding of the current condition so that they can take appropriate and rational countermeasures to solve the problems. In addition, based on the results of the survey and the status analysis, the essay points out that standard management policies need to be clearly defined and the government leading role need to be strengthened in the perspective of the governmental functions. The study suggestes to highlight the nature of state-owned enterprises, break the identity boundaries of state-owned enterprises and propose some specific suggestions in order to avoiding the defects during the process of implementation. The paper tend to figure out effective solutions to improve the social status and sense of identity of dispatched staff. Simultaneously, the recommendations that mentioned in the article may also safeguard the interests of the dispatched employees and deal with the weakness of the labor dispatch mode.
