With the continuous development of urban economy and the advancement of urbanization, the energy problem got more and more attention from the whole society.Electricity is one of the most important form of energy consumption, it`s utilization efficiency was directly related to the coordination of economic growth and the low-carbon development. Therefore, more attention should be paid on electricity consumption efficiency,this specific energy. On the one hand, the efficiency of the electricity consumption increases could push to promote the efficiency of China’s overall energy consumption; On the other hand, through the empirical study of the efficiency of electricity consumption, the current situation of regional electricity consumption, could be clear understood, and also grasp the changing trend of the Chinese electricity consumption efficiency.This paper first introduced the research background, then made a literature review of the total factor productivity of energy efficiency, as well as multi-stage DEA methods, which leaded to the main topic: took undesirable output(carbon emissions)into concern, and used the three stage DEA model based on cross section data of 2013 and 2004-2013 panel data of China’s provincial total factor efficiency of electricity consumption for the empirical analysis, on this basis,using regional comparison and cluster analysis to assist analyze, aimed to find the regional electricity consumption efficiency differences among four major regions: eastern, central,western and northeast.The main conclusions of this paper were: The cross-sectional data analysis showed that:3rd-stage efficiency of China’s power resources utilization efficiency is lower than the results of 1st-stage efficiency. The panel data analysis showed that :3rd-stage efficiency have increased of 1.1% compared to 1st-stage efficiency.From the regional view, the eastern region improved fastest, followed by the Northeast region, the central and western region were flat. From the regional clustering result showed that the power consumption efficiency of eastern region washigher than the central and western regions, while most provinces in central and western regions were in the normal level of China. And provinces in northeast China had great difference in efficiency.The policy suggestions were:(1)According to the perspective of carbon sources,shift the power structure. From Coal-fired power to low pollution、low emission、new cleaning power, and develop the new environmental-friendly technology of thermal power;(2)According to the perspective of low carbon market, establish a new energy saving mode market, let more involved in the electricity market, carry out the policy of "factory、network apart, bid online";(3) According to the perspective of low carbon technology exchange, regions learn from each other, encourage efficient regions give full play to the radiation effect, inefficient regions carry out technology innovation and technology transfer;(4)According to the perspective of policy, government play a role of guidance, provide more policy support for regional technology innovation and low carbon policy guidance.
