In 1992, the concept of balanced score card was first proposed by the American scholar named Kaplan and Norton. Balanced score card using corporate vision and strategy as the starting point, then, it using four dimensions to set indicators respectively, including financial,customer, internal business processes, learning and growing in order to achieve business performance tradeoff and effective evaluation. With the constant improvement of the balance score card. In recent years, the Western government have tried to introduce the balanced score card into the government expenditure performance evaluation. However, balanced score card in China is mainly used in enterprise performance evaluation and less applied in the government financial spending performance evaluation. The article using affordable housing project in Z city as an example and try to apply the balanced score card in financial expenditure performance evaluation.Affordable housing project is an important government measure to achieve "housing". The project through the construction of public rental housing, including low-cost housing, various shantytowns rebuild, rental subsidies and other ways to help low-income urban households,especially poor families to solve the problem of housing difficulties. Affordable housing project is one of the key projects in China; therefore, the government attaches great importance to the project. However, in terms of affordable housing projects in the performance evaluation process,evaluation system is still lack of scientifically meanwhile, evaluation index has limitations and evaluation methods lack of innovation and other issues. Therefore, using affordable housing project in Z city as an example to explore the application of Balance Score Card in affordable housing projects, it have both practical and theoretical significance.At first, this paper illustrated the theory of balanced scorecard and financial expenditure performance evaluation, then, it analyzed the present situation and problems of the performance evaluation of affordable housing projects, and using affordable housing project in Z city as an example to construct a set of performance evaluation system. Due to the reason of there are some differences between the fiscal expenditure and performance evaluation, the basic model of the balanced score card needs to do the appropriate amendments in the application. Balancedscore card will revise the original four dimensions; it is public dimension, financial dimension,sustainable development dimension, internal process dimension and public financial dimension,respectively. According to the determined dimensions to set the appropriate evaluation, then,using the Delphi method to determine the index weight, and finally through comprehensive calculation to get the performance evaluation results of affordable housing project in z city. As can be seen from the evaluation results, applying a balanced scorecard can be found some problems in the financial expenditure from multi-dimensional, it enriches method of financial expenditure performance evaluation. However, when used the balanced score card project in financial expenditure performance evaluation, it should be aware of the following aspects:dividing the dimensions of the balanced score card reasonably, combining project’s characteristics to set evaluation index, determining the weight of evaluation index scientifically and combining the construction of the actual project evaluation system.
