Research Of Government’s Role In The Process Of Investment Promotion And Capital Introduction Of Dayawan Huizhou

Since reform and opening-up, under the guidance of political line--- "Focusing on Economic Construction", "Economic Functions" is primarily the function of goverrlments at all levels. Investment promotion is the effective way to rapid economic development which is not only an important way to perform economic function but also the primary task of the government. Govemment of all levels to largely develop and construct special economic zones, economic & technological development zones, new & high-tech development zones and industrial parks and take them as the important platforms to undertake investment promotion projects, to gather land, preferential policies, manpower and other resource factors, so as to attract domestic and international capital, assemble enterprises to be the main engine of surging local economic growth. This has gradually became the investment promotion mode led by government and play an exemplary and radiant role. However, while we praise the investment promotion performance, abuses of investment promotion mode led by government were revealed with the gradual penetration of reformation and development of socialist market economy system. For example, governments at all levels take investment promotion as the "most significant part" so as to cause dislocation, offside and absence of functions; different kinds of preferential policies cause excessive competition, over-consumption of resources, serious environmental pollution or even government rent-seeking and rent-setting, official corruption, etc.Therefore, it is urgent that how we correctly understand the government function during the process of investment promotion.Huizhou Dayawan, as a national economic and technological development zone established in the beginning of the nineties in last century, to assume obligations to promote economic development, always stick to a high strength invesment promotion strategy. After more than twenty years development and construction, foreign invesment of actual increase from 6529 million dollor in year 1995 to 36800 million dollor in year 2014, the growth is 5.6 times that the invesment promotion perform so well. Total investment output value rank the first in Huizhou over the years, and form the "l+4" modern industrial pattern that the petrochemical industry as pillar, while electric information, automobile parts, port and logistics and coastal tourism developing together. Nowadays, Dayawan is an important near-harbor industry base in the east bank of Pearl River and one of the seven national key petrochemical base.Also,its investment promotion process is the microcosm of most local governments investment promotion process.Thereby the author take the essential part of local economy development---investment promotion as study fulcrum, and research object--- Huizhou Dayawan,and combine public mangagment theories to study government funtion in investment promotion. This would helps to enrich related theories of investment promotion in one hand, and in the other hand, offer reference and suggestion to the government role in investment promotion. This thesis based on Socialist Marketing Economics and Service-oriented Government Constrction Theory adopted meithod of literature research, case study, quantitative analysis and quanlitative analysis, carding the current situation of Huizhou Dayawan investment promotion and its government function, analysing the limitations and reasons of govemment function, leaming the experiances of demestic and intenational plant and urging strategy in new time. That means government should take market as the pacing factor in resources allocation,and change its function according to "limited, effective, rule of law and service-type",attend to its affairs and foucus on management, service, coordination and supervision.
