Foreign trade is an important driving force for China's economic growth and is of great significance to the healthy development of China's macro economy.After the establishment of the new China,foreign trade promotion work begins to flourish.From foreign trade totaling 20.64 billion US dollars to 4 billion US dollars;from the 29th in the world trade volume to becoming the world's largest trading country,China's foreign trade has made great progress in China's economic reform and the people's life in the past 40 years of reform and opening up.Today,the global economic situation is becoming more and more complex.The Chinese economy has been transitioning from a phase of rapid growth to a stage of high-quality development,bringing new challenges and opportunities to foreign trade promotion efforts.The foreign trade promotion at the central level is carried out by the Ministry of Commerce and a people's organization with administrative function which is governed by the Civil Servant Law,namely,the CCPIT system.These authorities have become a booster for China's foreign trade development and provide a solid foundation for the high-quality development of China's economy.With the continuous development of foreign trade,the government's current foreign trade promotion system has also encountered some problems.For instance,the division of functions between the competent commercial departments at all levels and the various units of the CCPIT system is not clear enough,the government-led trade promotion platform for exhibitions has seen inadequate marketization and specialization;the state lacks a unified coordination system for SMEs' foreign trade promotion;the import promotion and service trade promotion functions still needs to be strengthened.These problems are holding back the government's efficient and effective implementation of the trade promotion function.Regarding these problems,this paper systematically studies and analyzes the central authorities' implementation of foreign trade promotion functions,and proposes countermeasures to improve China's foreign trade promotion system and strengthen the central authorities' implementation of foreign trade promotion functions.Based on the new public management theory and public choice theory,this paper uses the case of mature foreign trade promotion system in developed countries as a reference,discusses from the view of how to improve the central trade promotion authorities'performance of trade promotion functions,as well as the legal,policy and implementation aspects of trade promotion.It firstly studies the achievements of the Chinese central trade promotion authorities in the law,policy and implementation of foreign trade promotion work,and then through analyzing the shortcomings of the three aspects of foreign trade promotion work,points out that the existing problems of China's foreign trade promotion are due to the imperfect top-down design,insufficient performance evaluation mechanism and the shortage of talents.From the perspective of perfecting system design,it puts forward solutions from the perspective of system design including improving China's foreign trade promotion laws,regulations and implementation system,building honor award system and foreign trade promotion mechanism,from the perspective of system management including strengthening the management of central government trade promotion activities,carrying forward the marketization of trade promotion activities and reinforcing the management services for trade promotion intermediaries,and from the perspective of personnel training mechanism including improving the service awareness of trade promotion managers,organizing systematically training course and promoting international exchanges.All the solutions aim to improve the effectiveness of foreign trade promotion work to the next level,push forward the steady development of China's foreign trade and ensure the healthy operation of China's macro economy.
