Study On Deliberative Democracy In The Operation Of Land Stock Cooperative

As a practical form of the rural land property rights system reform and innovation, rural land stock cooperatives has already taken off in Dongping County and obtained fruitful results. Land stock cooperative provides the main conditions for the development of Deliberative Democracy, such as the consultation subject, negotiate place and negotiate the content. At the same time,the development of Deliberative Democracy in the operation of the land stock cooperatives has important significance for developing the theory of Deliberative Democracy, enriching the forms for realizing grassroots Deliberative Democracy,improving the performance of cooperative governance.In addition, governance theory, citizen participation theory, social capital theory and other related theories can also provide theoretical support and practical reference for the development of the land stock cooperative operation in the development of Deliberative Democracy.Therefore, this paper selects the Dongping Federation of land stock cooperatives as the case, takes on-the-spot investigation, and in-depth interviews as the research methods,and conducts one-week observation and visit for both the key elements of the land shares cooperatives and ordinary members. This paper,the investigation is to careful study the development of consultation democracy in the Dongping Federation of land stock cooperatives,which focuses on the key aspect in preparing for the establishment of cooperatives,such as “land consolidation, capital formation, farmers coordination, mighty screening”,and also the important affairs in operation stage of cooperative,such as“business decision,production management, profit sharing”. Through the investigation we can make the conclusion that the development of consultation democratic during the process of preparation for the establishment of the cooperatives has achieved initial success, but the development of consultation democratic in specific operation of cooperatives is seriously insufficient. Then exploring the underlying causes from four dimensions, such as the main body of the consultation, negotiation system,negotiation process, negotiation culture and so on.Finally, the article discusses other issues about the development of Deliberative Democracy, and further discusses the dialectical relationship between the development of Deliberative Democracy and the protection of the interests ofthe members, the retirement of the management risks, the optimization of the function of cooperatives.And then try to give some advice for the improvement of development of Deliberative Democracy in the Dongping Federation of land stock cooperatives,such as trying best to improve the awareness and ability of multiple negotiation subjects, to strengthen the system building in the operation of Dongping Federation of land stock cooperatives, to refine the program design in the operation of Dongping Federation of land stock cooperatives,to cultivate the citizen consultation culture fit for the development of Deliberative Democracy.
